摘要
烟草专卖制度是我国特有的烟草商贸管理制度。烟草专卖零售户都是经赋权才准入市场的工商主体,其自被许可之始就负有接受烟草专卖行政主管部门依法行使的后续监管的义务。而后续监管最重要、也是最有难度的管理效用之一就是要求零售户守法经营。文章运用边际效应分析法,对零售户守法经营情况监管频次等方面做出科学安排,对专卖市场监管工作的精益化管理进行了深入探索,旨在响应国家局对行业各单位降本增效、制度创新的要求,树立"管理就是生产力、节约就是竞争力"的理念,千方百计降低内部运行成本,实现行业管理科学化、智能化。
Tobacco monopoly system is a unique system of tobacco trade management in China. Tobacco monopoly retail households are licensed to join in the market, and the licensee of beginning to bear the obligation to obey the Department of tobacco monopoly administration legitimate exercise of the follow-up supervision. Follow up regulation is the most important, but also the most difficult one of the management utility is required to abide by the laws and regulations of the retail business. Tosatisfiedwith the requirements of the central authorities of state-owned enterprise quality and efficiency, and system innovation. With the marginal effect analysis method, to retailers law-abiding operators supervision frequency make scientific arrangements, in-depth exploration to the monopoly of the market supervision of lean management, designed to respond to the State Bureau of units reduced the efficiency and system innovation requirements, establish the concept of "management is productivity, saving is competitive", do everything possible to reduce the inner operation cost, realizing the scientific management of the industry.
