面向"一套能力需求"整体思路:学习并深刻理解魏总讲话精神,以新技术和新业务两大驱动,从基础资源-光缆网-设备-业务四大横向维度层层剖析,自下而上实现从业务到规划向先规划后业务的整体思路转变、自上而下实现的建设思路实现承载网的架构先行目标和长期稳定性两大纵向维度思路转变,通过微格化模型、热力地图模型,业务预测模型整体规划的三大能力和现状短板,需求测算,业务演进三个路标及前瞻建网和精准规划一个愿景,从而实现承载网的差异化精准规划和持续滚动的目标。总结起来为三大能力、三个路标、一个愿景3-3-1整体思路。
