摘要
当前,项目环评、"三同时"等源头预防制度的弊端日益凸显,难以适应当前环境管理需求,实施环境准入管理有助于进一步完善源头预防制度体系。环境准入属于一种政府规制,是政府围绕区域环境容量和资源承载力,例如:水环境容量、水资源可利用量等对新、改、扩建企业(项目)的建设活动提出的一系列限制、约束和规范条件。为了进一步明确企业属性,环境准入往往也被称之为产业环境准入。产业环境准入方案是落实准入管理的具体手段。按照准入要求的侧重方向,将准入方案分为政策准入、空间准入、总量准入、业态准入和技术准入等五大方面。
Nowadays, the existing problems of the source prevention system, such as EIA and three simultaneities system, have become increasingly prominent. They are difficult to adapt to the current environmental management needs. Implementation of environmental access is conductive to further improve the system of the source system prevention. In essence, environmental access is a kind of environmental regulation. It is a series of restrictions, constraints and norms for the construction activities of the new, modified and extended enterprises(projects) which is set by the government according to regional environmental capacity and resources carrying capacity, such as water environmental capacity and water resource carrying capacity. In order to further clarify the corporate property, environmental access can also be called the industrial environmental access. Industrial environment access program is the specific means of implementing access management. In accordance with the direction of the access requirement, the industrial environmental access program is divided into five major aspects, namely policy access, space access, total access, industrial form access and technology access.
