<正>1.导言环境治理系统的变化是人类与环境关系的重要组成部分。本文结合从芬兰案例中吸取的经验教训,重点关注有关森林生态系统和资源的多层面环境治理系统的转变。这一环境治理系统与全球转型有着重要联系,历经数个世纪的多个阶段,已实现现代化;最近,有投资投向生物能源生产领域,最终目的是缓解全球气候变化
