摘要
本文讨论了在给定一个整体的减排目标下产业间的碳排放许可额度分配的问题。我们使用一个简化的一般均衡模型碳边际减排成本曲线模拟了各行业的碳排放治理过程,构建一个广泛的社会成本最小的决策模型。本文还应用实际数据,对中国南方某城市的工业间碳排放权分配进行了实证模拟,运行所得的结果显示了良好的区分度和分散性,基本符合我们的预期。
In this paper,the problem of the allocation of carbon emission permits is discussed under a given global emission reduction target.A simplified general equilibrium model with carbon marginal abatement cost curve is used to simulate the process of carbon emission control in various industries,and a wide range of social cost minimization decision model is constructed.Empirical simulation on industrial carbon emission right allocation is also performed by applying actual data of a southern city in China.The results show a very satisfied operation of discrimination and dispersion,and the results are consistent with our expectations.
