摘要
PPP(Public-Private Partnership)融资模式即政府和社会资本合作模式是在基础设施及公共服务领域建立的一种长期合作关系。通常模式是由社会资本承担设计、建设、运营、维护基础设施的大部分工作,并通过"使用者付费"及必要的"政府付费"获得合理投资回报;政府部门负责基础设施及公共服务价格和质量监管,以保证公共利益最大化。也正是由于PPP项目数量的飞速发展,使得PPP融资模式的质量备受关注。随着PPP项目在我国的普及,该模式下存在的弊端和问题也需要得到重视和改善。本文拟对广义PPP融资模式下,着眼于政府部门,对产生影响的主要因素进行分析并提出解决方案。
PPP(Public-Private Partnership) financing model that the government and social capital cooperation model is in the infrastructure and public services to establish a long-term relationship.Often the model is responsible for the design,construction,operation and maintenance of most of the infrastructure by social capital and receives a reasonable return on investment through "user pays" and the necessary "government pay";government departments are responsible for infrastructure and public services prices and Quality supervision to ensure maximum public interest.It is also because of the rapid development of the number of PPP projects,making the quality of PPP financing model of concern.With the popularity of PPP projects in China,the shortcomings and problems in this model also need to be taken seriously and improved.This paper intends to focus on the government departments,the main factors that affect the generalized PPP financing model analysis and propose solutions.
