崩塌地監測與因應措施——以藤枝林道及九份二山崩塌地為例

摘要
西元2009年莫拉克颱風帶來超大豪雨,造成高雄市六龜區藤枝林道3.5 k下方邊坡嚴重災害,歷經水土保持局坡地治理工程,西元2013年已整治完成,預防未來豪大雨或颱風來襲時可能造成土砂災害與現地工程破壞,本計畫持續蒐集坡地變化及結構安全等相關監測資料,進行後續安全性評估;為完備大型崩塌監測技術與監測設備之運作,於921大地震在南投縣國姓鄉九份二山造成的大型崩塌地,更換五處監測站之舊有監測設備,並新增兩處TDR持續了解地層變化,資料自動接收並與藤枝林道3.5k伺服器統一管理,以進行多元化崩塌監測之研究與現地安全監控。
Typhoon Morakot hit Taiwan during 8th to 9th of August 2009 and caused landslides in many places.Downslope of Tengzhi Forest Road 3.5k was one of the landslide site.Soil and Water Conservation Bureau Council had worked on the project of Landslide remediation works and safety monitoring for years and be completed in 2013 and a long-term observation system were established and maintenance.Chi-chi earthquake in 1999 caused Jiufengershan large scale landslided and formed a dam near the village of Nankang of Guoshing Township in Nantou County.By adding different types of monitoring instruments and equipments,landslide and the lake are monitored,to study the diversification of monitoring and for local security purpose.According to data analysis forTengzhi Forest Road 3.5k landslide monitoring station,groundwater levels,ground surface inclined,surface displacement and TDR monitoring,the slope showed no displacement at all.From Typhoon morakot and up to now,after the completion of the reconstruction project management,the region also experienced a few times of more than 250 mm of rainfall,the monitoring results showed that there is no sliding surface detected.The slope maintained at a stable state slope remediation works executed by the Soil and Water Conservation Bureau have been completed and had great effect of slope stability.Jiufengershan landslides has long focused of the monitor area,and continuous observation of groundwater levels,the lake water levels,surface displacement and stratigraphic dislocations,the TDR N2 happened formation of stratigraphic dislocation in 2013,two more TDR(N2-1&N3) monitoring were added to continue observation of stratigraphic dislocation in 2014,according to data analysis for TDR monitoring station.This area still continued sliding.
