摘要
The history of social and economic modernization in rural China is indeed the history of with the evolution of the rural land system.Farmer economy of a moderate scale is an important phenomenon and trend that have long been in existence in China.On the macro level,it is advisable to consider"separate land management and national land fund"and cultivate different market entities.On the micro level,it is suggested to optimize rural land management system and establish an overall structure consisted of state-owned farms,collectively-owned agricultural production bases in city suburbs,rural construction land,household managed land,ancestral land,land of specialized farming households and land of joint-equity cooperative companies.The role of different entities in food security should be further identified and fulfilled and the market operation mechanism of"land to the tillers"should be perfected to accelerate realization of rural economic and social modernization.

    1 In the late 1990s and especially since the beginning of this century,as urban construction developed rapidly and cities expanded in size dramatically,urban land supply for construction got increasingly tight.Also,as housing price surged,real estate developers reached out to rural areas and turned their attention to homestead.Many urban residents also rushed to rural areas to purchase and build houses.Consequently,on the homestead in city suburbs commercial residential buildings mushroomed and such housing was known as“houses with limited property rights”.In response,the government issued a series of policies and regulations to contain the development of such housing projects.
