摘要
近两年国内互联网外卖市场急速膨胀,在给消费者提供方便与快捷的同时,也伴随着一定的食品安全隐患。今年"315晚会"曝光的"饿了么"App企业黑心作坊事件让人甚是堪忧,不良商家经过简单包装登录外卖平台经营,这又一次挑战了大众食品安全的敏感神经。针对互联网外卖平台引发的新食品安全问题,对导致现状的成因进行了具体分析,归纳出互联网外卖平台出现食品安全问题的原因,有以下几个方面:互联网外卖平台监管体制不健全,网络订餐平台资质审查不严谨,配送员的资质不合格等。为规范网络食品经营行为,保证食品安全,保障公众身体健康和生命安全,提出了相应的建议:建立网络外卖平台监督机制,完善网络外卖餐食安全法制,提高配送员的任职要求等,为缓解网络外卖平台出现的食品安全问题和开创网络外卖平台服务质量的新局面提供参考。
In recent two years,Domestic take-away market expanded rapidly on the Internet provides fast and convenience for consumers accompanied by certain food safety risks.While the event of dirty workshop-the App enterprise of " ele.me" exposed by "315 party" for this year makes consumers worry much.Undesirable businesses log in take-away platform to managing with simple packaging,which challenge the sensitive point of the public food safety.This paper will giving a detailed analysis on the cause of the current situation and summing up causes of food safety problems on the Internet take-away platform in view of the new food safety problems caused by Internet take-away platform.There are several reasons:unsound supervision system on Internet take-away platform,undemanding qualification examination on online order platform,unqualified qualification of delivery staff and so on.To regulate management behavior of network food,ensure food safety,protect the public health and life safety,putting forward the corresponding suggestions:establish supervision mechanism on network take-away platform,perfect food safety legal system on network take-away platform,improve the requirements of delivery staff,etc.That will alleviate food safety problems on network platform and create a new situation of service quality on Internet take-away platform,and provide the reference.
