摘要
提高道路交通安全设施建设和管理水平,是维持交通秩序、预防交通事故和降低事故损失的重要保障。为加强我国道路交通安全设施建设管理能力,本文分析了交通安全设施规划、设计技术、建设、管理和养护现状、存在问题和发展对策。首先梳理和总结了当前我国交通安全设施在规划系统性和可行性方面的不足,指出了安全设施设计理念、生产工艺和施工技术发展滞后,城乡建设差异显著和建设资金保障缺口等建设问题,以及安全设施多头管理和建管养脱节等管理问题。基于安全设施建设管理现状和问题,进一步提出了建立建管养一体化管理机制,推进安全设施管理社会化、信息化和智能化的发展策略。
The road traffic safety facilities are greater security in maintaining traffic order,and protecting against accident.In order to improve the level of traffic facility construction and management in China,the planning,designing,construction,management and maintenance are reviewed by facility presents,problems and development strategies.Firstly the systematicness and feasibility problems with facility planning are summarized by discussing current policies and implementation,including design concepts,manufacturing and construction lag behind the reality demand.Meanwhile,the different between urban and rural is significant,and the short of construction fund is worthy of attention.Furthermore,the multiple management and disconnection problems are proposed,which are among safety facilities construction,management and maintenance.Finally,the study provides facility developing strategies in management socialization,informatization,and intelligence.
