如何做好我国核电厂人员培训岗位任务分析之探讨

在核电厂人员培训管理活动中,均采用了国际原子能机构(IAEA)推荐的系统化培训方法(SAT),以制定出经得起检查的核电厂人员培训大纲,按照这样的培训大纲进行培训,能够培养出具有全面工作能力的人员,并且可以使得这种全面工作能力和资格得以保持。但SAT第一阶段"分析阶段"是培训管理五个阶段的基础,它是针对要进行培训的那些岗位,提出岗位工作有关的任务和全面工作能力要求。但如何有效地开展分析阶段的工作,我国核电厂培训管理人员一直在探索和思考中。本文在分析国外核电厂这个阶段的培训需求筛选、岗位工作分析、工作任务分析的工作流程的基础上,结合我国核电厂在培训管理活动的分析阶段工作和管理现状,从核电集团和核电厂两个管理层面,提出核电厂人员培训管理中有关人员资格管理、培训需求分析、岗位工作分析、工作任务分析的建议,以利于核电厂更好地开展培训需求分析工作,设计出有针对性的核电厂岗位培训大纲,来培养合格的核电厂运行、维修和技术支持人员。
Systematic Approach to Training(SAT)which is recommended by the IAEA is broadly applied to NPPs worldwide for developing qualified training programmes for personnel of NPPs and the capabilities and qualifications for personnel of NPPs can be achieved and maintained based on these qualified training programmes.The first phase of the five phases of SAT is analysis which is the basis for the rest phases.In the analysis phase,job tasks and capabilities for a certain job position are developed.However,how to carry out the analysis effectively has been a challenge for all NPPs in China.The authors of this paper put forward suggestions on personnel qualification,training request analysis,job task analysis in the analysis phase based on international experience of analysis workflow to help the NPPs in China develop the qualified training programmes so as to train their personnel to become the qualified operation,maintenance and engineering staff.
