基于电话语音的发票管理系统设计和实现

摘要
随着计算机应用及网络技术的快速发展,信息化程度在不断地提高,它正以很快的速度影响着整个社会。在这种形势下,湖南国税系统处理征管业务,已越来越多地采用现代信息技术予以实现。针对个体税收征管业务,为鼓励消费者索取发票,加强发票管理,弥补现有税收征管系统在个体税收管理上的不足,充分利用现有计算机及网络资源,湖南省国税局决定开发本系统。
     本文在对业务需求进行充分分析的基础上,对系统的功能模块、拓扑结构、数据库系统、数据交换等进行详细的论述,尤其是对系统开发模型和系统采用的数据交换技术方案等进行系统的探讨。
     电话语音子系统运用了现代计算机电话集成(Computer Telephony Integration,CTI)的最新研究成果,使用模拟中继语音卡,利用中文TTS(文语转换)系统软件支持在计算机中对多个电话通道播放TTS语音,做到实时转换、实时播放。系统发票抽奖子系统采用Powerbuilder9.0开发工具进行客户端应用程序开发。网上发票查询子系统、发票监控分析子系统采用基于B/S的三层体系结构,界面层采用JSP技术访问Web服务器,中间层存储并运行以JavaBean形式表示的业务逻辑,使用InforReport开发工具作为Java报表解决方案,底层使用Oracle9i数据库,并在异种数据库间采用XML格式实现数据交换。
     整个系统的开发设计实现了如下功能:发票信息采集录入、发票数据抽奖、发票数据分析、发票中奖查询、系统维护、网上举报、发票基本信息导入及抽奖数据导出等,在国税系统内部形成一个完整的计算机信息管理系统。
     开发的应用系统目前已经投入正式运行。系统具有简洁实用、高性价比、高可靠性、易扩充性、易维护性等优点。系统投入使用后取得了良好的成效,完全满足用户的需求。
With the rapid development of computer application and network technology, information is becoming more and more important, and it affects the whole society with a fleet speed. So, more and more business of taxation and management of Hu Nan National Revenue are done by modem information technology. Considering individual business of taxation and management, in order to encourage consumers to ask for invoices and strengthen the management of invoices, Invoice Management System Based on Telephone Voice is demanded to develop by Hu Nan Tax Bureau, via making full use of computers and network resources.
     According to the sufficient analysis of business requirement, function modules, topology, database system and data exchange of the system are detailedly expounded in this paper. In particular, the development model and the scheme of data exchange of this system are discussed.
     The latest research products of Modem Computer Telephone Integration are applied in Telephone Voice Subsystem. Analogue relay voice card and system software of Chinese TTS are used to support multipile telephone chunnels to play TTS voice, in order to switch and play in real time. The development tool of Powerbuilder9.0 is utilized to develop client application programs in invoice draw subsystem. Three-tier architecture based on B/S is adopted in network querying invoices subsystem, monitoring and analysizing invoices subsystem. The interface tier adopts JSP to visit the Web server. The middle tier stores business logic described by JavaBean technique. And development tool of InforReport is used to make reports in Java. The bottom tier is to exchange data in the form of XML in heterogeneous databases by Oracle9i.
     The whole system realizes such functions as collecting and inputing invoice information, drawing invoice, analysizing invoice data, quering invoice prize information, maintaining system, prosecuting on the internet, importing invoice imformation and exporting draw data. So this is an integrated information management system in Hu Nan National Revenue.
     This applicaton system has come into use now. It has many merits, such as utilizable, high cost-effective, reliable, scalable and maintenability. This system has gained a good effect and satisfied the user's requirement entirely.
