对测绘事业单位发展战略的研究

摘要
当前,测绘作为古老而又独特的行业,在我国已经发展到一定的规模。截止2008年底,我国已有测绘资质单位11269个,广泛分布在近三十个部门及军队系统。测绘事业单位是在计划经济时代建立起来的,它们在社会经济发展、为广大公众服务中发挥了极其重要的作用。随着社会主义市场经济的逐步完善和事业单位改革的不断深入,测绘事业单位在分类治理的目标、方向和模式上还存在诸多急待研究和解决的问题。
     本文略以江苏为例,重点回顾了测绘、建设、地矿、国土等四个测绘系统中,对测绘事业单位分类治理的成效和影响,分析了当前存在的问题,并就江苏测绘事业单位分类治理战略选择进行了初步研究,旨在为测绘事业单位进一步分类治理提供一定的参考。
     主要通过文献研究法、社会调查法、统计处理法、SWOT分析法及战略管理分析框架等,在查阅大量资料、相关理论和与相关人员交流调研的基础上形成的研究成果。
     本文侧重从单位使命目标、内外环境和人三个维度来研究。总结归纳了测绘事业单位分类治理的模式和内容,分析了内外环境中对测绘事业单位分类治理的影响因素,初步提出了测绘事业单位分类治理的战略选择。明确了测绘事业单位分类治理以回归“公共服务”为本色的方向,以建立和完善现代事业管理制度为重点的目标,以优化组织、参与市场竞争、强化内部治理和内外协作等措施,实施战略选择。
     对测绘事业单位分类治理战略措施的实施是一个动态的过程,只有对测绘事业单位分类治理进行理性操作,才能使公益性测绘事业回归“公共服务”本色。营利性测绘事业单位拥有自主经营、自我管理和自我发展的机制,非营利性测绘事业单位不断完善其体制、机制和制度建设,以保障测绘行业整体高效运行。
At present, surveying and mapping industry, as an ancient and unique industry in China ,has developed to a certain scale. Up to the end of 2008, there was 11269 surveying and mapping endowment units in China, widely distributed in nearly 30 departments and the military system. Surveying and mapping institutions were set up in the planned economy era. They play an extremely important role in the socio-economic development and the service to the public. With the gradual improvement of the socialist market economy and the deepening reformation of institutions, there appears many problems eager to study and solve in goals, direction and mode for governance and classification in mapping and surveying institutions .
     Slightly taking Jiangsu as example, this paper has mainly reviewed the effect and influence of classification and governance to the institutions in the 4 systems including surveying and mapping, construction, geology and mining, land surveying and mapping. It also analysis the current problems and makes initial research for the strategic decision about surveying and mapping institutions in Jiangsu , meaning to provide futher governance and classification for the surveying and mapping institutions with some reference.
     Mainly by documents, social survey, statistical processing and SWOT analysis method etc, as well as on the the basis of looking up large amounts of data, relevant theory and researching with the relevant personnel exchanges research results were formed in the paper.
     In this paper research begains from the three dimensions namely internal and external environment, goals and people of the units. The mode and contents of the surveying and mapping institutions are sumsuped and concluded , the influence factors in internal and external environmental to classification and governance of the surveying and mapping institutions are analysised in the paper, so the strategic decision about governance and classification for the surveying and mapping institutions are put forward . The paper also definitude the direction that the governance and classification should return to the true quality of the“public service”,the aim emphasizing to establish and perfect management system for modern enterprise. Through measures as optimizing organise ,participating in market competition, consolidating internal governance and internal-and-external cooperation etc, the strategic decision can be put in practice.
     The implement of the strategic measures for the governance and classification is a dynamic process. Only by logos operation to the governance and classification for the surveying and mapping institutions could the commonweal surveying and mapping institutions be back to the true quality namely“public service”. The surveying and mapping institutions to seek profits should hold mechanism such as self-detemination ,self management and self development ,the non-profit units should keep perfecting their internal system, mechanism and measures, which makes whole surveying and mapping institutions circulate with high efficiency.
