军队OA系统中电话语音及短信功能的应用研究

摘要
随着我国信息化进程的加快,基于互联网环境构建办公自动化(OA,OfficeAutomation)平台已成为一种流行趋势。尤其是网络技术和现代通信技术的快速发展和推广应用,使得广大用户在关注OA系统的公文管理和机关事务处理为核心的功能的同时,还希望将计算机网络和现代通信网络有效集成,在OA系统中增加电话语音和短信自动服务功能。
     融合了计算机技术和现代通信技术的CTI技术以及GSM移动通信技术为实现这种功能提供了技术支撑。依托CTI技术,开发人员可以利用语音卡和TTS引擎,实现电话网与计算机网络的无缝连接,在OA系统中实现电话语音自动通知功能;利用GSM短消息技术,依靠GSM Modem设备,可以实现计算机与移动通信终端之间短消息双向收/发功能,实现OA系统与移动通信技术的集成。
     Web技术的发展,使OA系统的功能结构和运行模式发生了改变,开发人员可以利用各种动态网页开发技术,设计基于B/S结构的OA系统,实现OA系统的Web服务功能,增强OA系统的交互性,使OA系统的性能得到大幅提升。
     通过在基于Web的军队OA系统中扩展电话语音/短信功能,将计算机技术与现代通信技术有机集成,实现多种信息收发方式的协调处理,能有效拓展OA系统的应用范围,丰富OA系统的内涵,使OA系统功能更加完备,性能更加完善,这种OA系统不仅可以提高系统资源的利用率,充分发挥各种信息资源和现代信息技术的优势,多渠道、全方位地获取、利用和传递信息,进一步提高办公效率,而且还可为实现军队OA提供更优越的环境平台,为逐步推进电子军务和移动办公创造更好的条件。
     在军队OA系统建设的过程中,综合利用已日趋成熟的CTI、TTS、GSM等技术,研究开发适合军队师/团级单位应用的基于Web的电话语音自动通知及GSM短信服务系统,具有较好的推广应用前景。
     本文结合军队OA系统的实际需求,在介绍各种信息技术的基础上,分析了目前实现军队OA系统中电话语音及短信功能的可行方案,并结合CTI、TTS、GSM Modem等现代信息技术,详细研究论述了军队OA系统中电话语音及短信功能的设计思路及实现过程。
As China's acceleration of the process of information, based-on network environment to build OA (office automation) platform has become a popular trend. In particular, as rapid development and widespread application of network technology and modern communication technology, more users are not only concerned about the core functions such as the document management and the agency business settlement of OA system, but also hopes to build an information-communication platform that integrates computer networks and communication networks in order to add information and communication services in the military OA system.
     CTI technology which is integration of computer and communications technology, as well as GSM mobile communication technology provide technical supports for the realization of this function. Relying on CTI technology, developers can use voice cards and TTS devices to achieve the seamless connection between the telephone network and the computer networks , and to implement automatic telephone notification function in OA system; Using SMS technology of GSM system and relying on the GSM Modem equipment, the two-way SMS receiving /sending function can be achieved between the computer and mobile communication terminals, thus to implement integration of OA system and mobile communication technology.
     The development of Web technology has made OA system's functional structure and operational mode changed. By applying various active web developing technologies, developers can design OA systems based on B/ S structure and realize Web services, so that the interaction and performance of OA system can be enhanced dramatically.
     To expand telephone voice / messaging function in the Web-based military OA system and to integrate computer technology and modern communication technologies organically can achieve a wide range of information transceiver mode of coordination and can effectively expand the scope of the application, enrich the connotation of OA system, and it also should make the function and performance of OA system more perfect and better. This kind of OA system can not only improve system resource utilization ratio, bring advantage of various information resources and modern information technology into play sufficiently, and can get, use and transfer information through multi-channel and all-direction, thus to improve office efficiency, but also can provide military OA with more superior environmental platform, and can also create better conditions for gradual promotion of E-military and mobile office.
     In the course of construction of military OA system, comprehensively utilizing the CTI ,TTS and GSM technology which has become increasingly matured to study and develop the web-based automatic telephone notification and GSM SMS system, which is suitable for military divisional/regimental units, has good prospects of promotion and application.
     This paper introduces a wide range of information technologies on the basis of the actual demand of military OA system, and then analyzed the feasible design of achieving the telephone-voice and short-message function in the military OA system. At the same time, it gives a detailed discussion on design ideas and realization process of the telephone-voice and short-message function combining the CTI, TTS, GSM and other modern information technologies in the military OA system.
