电信产业演化机理研究
摘要
本文将对电信产业的演化机理进行深入研究。系统性梳理电信产业组织理论、管制理论、产业生命周期理论、创新理论及演化经济学相关理论,总结电信产业的主要特征,为下文的研究打下理论基础;对电信产业演进周期进行研究,论述典型国家电信产业的发展进程,总结电信产业的演化周期,提炼各国电信产业演化过程中的相关经验与启示;对中国电信产业演化历程进行全面考察,在概述中国电信产业演化周期的基础上,总结电信产业演化周期中出现的重大事件与拐点,并按照制度创新与技术创新的框架深入分析形成以上拐点的原因,力求在总结得出中国电信产业发展重大事件与重大拐点的基础上分析电信产业从产生、演进至形成今天格局的相关影响因素;选取具有代表性的21个国家和地区的电信业发展数据,运用主成分分析法对我国电信业的国际竞争力水平进行综合测度,找出我国电信业在演化发展过程中的优势与不足,在对比国外电信产业发展与演进的基础上,系统分析中国电信产业竞争力在世界各主要国家中的相对水平;在以上理论研究与实证分析的基础上,从构建和谐的电信企业融合、发展、转型平台,构建和谐的电信业普遍服务,构建和谐的电信业结构模式,构建和谐的电信监管体系等方面对中国电信产业协调发展提供对策建议。
In recent decades, the world's telecom industry has had a rapidly growth, telecommunication reform has gone deeply; a variety of management innovative comes to us each passing day. Telecom industry has played an important role in the current national economic and social development, not only in nowadays but also in the future. Telecom industry of China has experienced a long match full of hardships for nearly 60 years since the founding of China. This difficult process has the reason of both Chinese semi-colonials semi-feudal society and the technical that formed during the planned economic system. Nowadays, we are facing the third spin-off restructuring, the impact of the 3G technology and the contradictions between old system and new situation. The evolution history and its future development of telecom industry have become to be a problem that should be research deeply.
China's telecom industry is faced with the development of key junctions on the way. This paper was to comb the course of development of China's telecom industry on the key historical events, sum up the important turning point on the path to the development of the telecom industry, analysis the important role that the institutional innovation and technological innovation played in telecom industry, to give the objective law that promoted by institutional innovation, technological innovation and management innovation. So, it was to answer the question that why Telecom industry on the current pattern which reveals the telecommunications industry by institutional innovation, technological innovation and management innovation and the promotion of a major turning point. In addition, to the objective for the Chinese telecom industry to measure the current level of development, this paper systematically reviewed the development of the overseas telecomm industry, which summed up the enlightenment for the Chinese telecom industry development, which put the development of China's telecom industry into an international perspective Inspection. On this basis, this paper used a comprehensive evaluation method to measure the relative level of Chinese telecom industry in the world's major developed and developing countries, and summed up which areas that China's telecommunications industry has yet to be further forward. .
At the same time, this article has been concerned about some major historical events such as China's telecom industry restructuring, analysis of the impact that the third restructuring of China's telecom industry, to give some countermeasures in analysis of conjunction with other various parts. The Suggestions involved in the telecom industry integration and development platform, universal service, industrial structure and regulatory system, etc. It has given some focus of China's telecom industry development.
As the telecommunications industry-related research in the field of voluminous documents, this paper choose the development of China's telecommunications industry for the study, based on the methods of my own study, involved in industrial economics, economics, regulation, corporate governance, institutional economics, technology innovation theory, and other important subjects. Through systematic analysis of China's telecom industry development history, This article explores the impact of the reasons for the development of the telecom industry, sums up the general law of the telecom industry development, to shape of a more systematic theoretical analysis framework. So as to the base, this article further studies on the world telecom industry development process and the level of China's telecom industry development. Combined with previous studies, this article builds a more complete theoretical analysis system. The theoretical analysis system covers China and the major developed and developing countries on the horizontal, basically includes all the important historical period in China in the vertical. It is basically a more comprehensive reflection of the process China's telecom industry development and reform. At the same time, this paper focuses on the combination of methods between theory of quantitative and qualitative analysis has always been the pursuit of a high degree of consistency, keeps a high level of concern in recent development of the telecom industry and prospects for the development of telecom industry, to the make theoretical research more scientific integrity, fully reflects the value of the theoretical research.
In this paper, we use the method of theory and empirical as a combination. We use historical analysis, comparison analysis, empirical analysis, specification analysis to study this problem. The overall structure of this paper is as follows:
Chapter 1: Guide. This part introduces the purport of choosing this title, the research method, the structure of this article, technology roadmap and the innovations.
Chapter 2: Literature review. This part systematically researches the telecom industrial organization theory, regulation theory, industry life-cycle theory, innovation theory and economics evolution theory to lay a theoretical basis for the next research.
Chapter 3: The research on main characteristics of the telecom industry. The main characteristics of the telecom industry can be summed up as the characteristics of industrial organization, technical and economic characteristics of the services.
Chapter 4: The research on evolution of the telecom industry cycle. This chapter introduces the development process of the major developed and developing countries, states the experience and enlightenment of other countries’development and reform in telecom industry, to lay a foundation of the empirical analysis and countermeasures.
Chapter 5: The research on the process of Chinese telecom industry evolution. We analysis the cycle of Chinese telecom industry evolution in this chapter, summarize the character of Chinese telecom industry evolution, give a comparative analysis to the factors in the process of telecom industry evolution.
Chapter 6: Comparative analysis in Chinese and foreign telecom industry: integrated evaluation of competitiveness. This chapter selects the 21 representative countries to make a basic data, uses the principal component analysis to comprehensive measure the competitiveness level of Chinese telecom industry, finds the advantages and disadvantages in the development of Chinese telecom industry in order to provide empirical support for the policy recommendations.
Chapter 7: Countermeasures of promoting Chinese telecom industry coordinated development. This chapter will give the countermeasures to telecom industry reform and development from industry organization, technological innovation, government regulation and management innovation.
Through the theory study and empirical analysis, we got some main conclusions as follows:
First, when we look at the development of world's telecom industry, from monopoly to competition, from close to open, that’s the prevalent rules. Chinese telecom industry has had a period that“three ups and three downs”nearly 40 years through the founding of China, and a period that“three-time regroup”after the 20C 19th. The development rules have the same character with the world telecom, and show the special character that has only China.
Second, compare our country with the world's telecom industry’s turning point, in addition to the surprise of the turning point of time, the impact of technological innovation and institutional innovation to the telecom industry is similar. The technological innovation is the fountain of the inflection point; the institutional innovation is the direct cause of the inflection point. The formation of the inflection point is related with the institutional innovation, but there is technology innovation behind them, whatever there is such a time-delay behind the impact.
Third, the market structure of Chinese telecom hasn’t the materiality changes after the separation of government from enterprises, the introduction of competition and the third regroup, the competition pattern hasn’t be established. The workable competition hasn’t carry out between the principle parts as there are still significant gaps between them, especially in the field of mobile communications.
Fourth, the market competitiveness evaluation scores of Chinese telecom industry rank 17th in the 21 countries, the environment competitiveness rank 19th, and the enterprises competitiveness rank 18th. The empirical results show that there is a large gap between Chinese telecom industry competitiveness and the average level, and there is a huge gap between the Chinese telecom industry competitiveness and the developing countries’. There are many tasks that we should do under the impact of the third reform and the global regroup wave.
The innovations of this article are as followings: inspect the process of Chinese telecom industry, hackle the events emerging though the developing of telecom industry, sum up the major inflection point of Chinese telecom industry’s development; analysis the effects of institutional innovation and technological innovation during the development of telecom industry, basing on the empirical and data-base foundation, analysis the form reasons of Chinese telecom industry’s inflection point; choose the proper method to evaluate the competitiveness of enterprises, the competitiveness of environment, the competitiveness of the market, get the relative level of Chinese telecom industry in the world typical countries.
