科技资源配置效率与科技型人才聚集效应关系研究

摘要
随着经济全球化的深入发展和知识经济的初步形成,科技型人才的竞争越来越成为国家发展与竞争的焦点,是一个地区乃至国家创新能力提高的关键。因此,科技型人才在经济、社会发展中占有重要的战略地位。作为人力资源中的优秀群体,科技型人才在区域边际收益的引致下,出现了跨区域的流动,导致某一区域的人才分布密度超过了其它区域,形成科技型人才相对集中的聚集现象,并在一定环境的作用下,产生人才聚集效应。效应发挥如何受制度环境、文化环境、科技环境等多种因素影响,因此作为科技环境重要组成部分的科技资源配置是否合理对科技型人才聚集效应的产生与提升也起着至关重要的作用。
     本文运用帕累托效率、科斯定理及适应性效率等相关基础理论,论述了科技资源配置的内涵及科技资源配置效率的影响因素。同时,以人口迁移理论、聚集经济理论与新增长理论为指导,阐述了科技型人才聚集效应的概念和特征。在此基础上,从经济学角度分析得出科技资源配置效率与科技型人才聚集效应关系密切,并运用相关回归分析方法,得出科技资源配置效率与科技型人才聚集效应呈正相关,继而建立科技资源配置效率与科技型人才聚集效应关系模型,并对此模型进行分析,得出相应的结论,并根据结论提出优化科技资源配置的相应对策,旨在提升科技型人才聚集的经济性效应,提高区域科技创新能力,推动我国创新型国家的建设。
     论文所做的主要工作及创新之处:一是对科技资源配置效率和科技型人才聚集效应进行了较为系统的分析,并利用相关回归分析法确定了两者之间的关系;二是构建了科技资源配置效率与科技型人才聚集效应之间的关系模型,并提出优化科技资源配置的对策,以吸引更多的科技型人才聚集,更好的发挥科技型人才的聚集效应。
Technological talents has become an important factor of improving national and regional technology innovation level in the era of knowledge economy. So technological talents plays an important strategic position in the development of economy and society.
     As a special factor of production, technological talents begin to flow cross-regionally because of marginal revenue, which results that an area talents density is more than other regions forming relative aggregation of technological talents that produces technological talents aggregation effect in certain environment. How does the effect play, which affected by many factors including system environment, culture environment, science and technology environment and so on, so technological resources allocation, as an important part of science and technology environment, plays a vital role to produce and promote technological talents aggregation effect.
     The meaning of technological resources allocation and the affecting factors of technological resources allocation efficiency was discussed using relevant basic theories including Pareto Efficiency, Coase Theorem and adaptive efficiency. Meanwhile, the concept and characteristics of technological talents aggregation effect was explained with the guide of population migration theory, aggregation economy theory and new growth theory. Technological resources allocation efficiency and technological talents aggregation effect has close relationship on the basis of above analysis, which was gotten from economy angle. Technological resources allocation efficiency and technological talents aggregation effect is positively correlation, which was gotten using correlation and regression analysis. And then the relationship model between technological resources allocation efficiency and technological talents aggregation effect was established and this model was analyzed and conclusions were drawn. And then relevant countermeasures about optimizing technological resources allocation was advised to enhance the economic effect of technological resources aggregation, improve regional technological innovation capacity and promote construction of our innovative country.
     Seven sections were involved in this paper. The first chapter was an introduction; the second chapter included the theoretical foundation and literature review of technological resources allocation efficiency and technological talents aggregation effect. Relevant theoretical foundation was outlined and current studies at home and abroad were reviewed; technological resources allocation efficiency was analyzed in the third chapter. Technological resources was defined in this chapter and then the meaning of technological resources allocation was given and affecting factors of technological resources allocation efficiency was analyzed; Technological talents aggregation effect was analyzed in the fourth chapter. Based on introducing technological talents aggregation effect related concepts, the characteristics of technological talents aggregation effect was analyzed; Chapter five is focal point in all chapters. Firstly, Secondly, According to the conclusions of chapter five, measures was put forward from the view of optimizing technological resources allocation to produce and enhance technological talents aggregation effect in the sixth chapter. Chapter seven is conclusions and prospects of this article.
     There were a few main work and innovations in the article. First, technological resources allocation efficiency and technological talents aggregation effect was systematic analysis respectively and their relationship was confirmed using correlation and regression analysis; Second, the relationship model of technological resources allocation efficiency and technological talents aggregation effect was built and measures about optimizing technological resources allocation were advised to attract more technological talents to gather and exert technological talents aggregation effect greatly.
