里运河旅游资源开发整合研究

摘要
随着现代陆运、水运、空运事业的发展,运河的航运功能明显退化。里运河是京杭运河的精华段,其水质、航道都优于其他河段,水面也比较宽阔,而其流域分属淮安、扬州两大市,为经济次发达地区,发展程度落后于苏南,而强于苏北。为了缩短与较发达地区的经济差距,发挥里运河的旅游功能是一条很好的途径。我们应坚持科学发展观,调整产业结构,以此来促进该地区的经济发展。在此过程中,通过挖掘清理里运河及其沿岸区域的旅游资源,可以更好地保护里运河流域相关物质和非物质文化遗产,为运河申遗助力,为该地区社会经济发展寻找新的增长点。
     本文在实地考察和文献梳理的基础上,运用实证研究与规范研究相结合的方法,对里运河旅游资源开发的基础条件、开发现状及存在的主要问题进行了分析,指出里运河旅游资源开发具有广阔的前景,但目前存在区域生态环境质量下降、开发整合意识不强、行政区划制约及地方利益障碍等问题。基于上述认识,我们可充分运用旅游资源学和区域经济学的相关理论,构建里运河建设的新思路。运用点轴理论构想里运河旅游资源开发的总体布局——156战略性空间发展格局,以有利于里运河旅游资源的科学整合。运用环境经济学理论分析里运河区域重点旅游项目的建设工程——码头古镇秦汉文化区、淮楚生态旅游度假区、淮安水利枢纽区、环高邮湖生态旅游区、凤凰岛—邵伯湖生态旅游度假区、饮水思源风景区,可知在里运河旅游资源开发中一定要重视环境保护,和谐处理各种关系,以有益于整体效益的发挥。运用市场营销学理论塑造里运河区域整体旅游形象——“运河古都”、“美食之乡”,以提升里运河的美誉度。总之,我们可在树立里运河旅游资源开发整合观念的前提下,改革管理体制,建立区域旅游利益分享机制和“区域联动、行业联合、企业联手”的营销机制,拉长旅游消费链,提高旅游收入,以推动里运河区域社会经济的综合发展,同时也为经济次发达地区旅游资源的开发整合提供借鉴。
Along with the development of modern land transportation, water transportation and aerial transportation profession, the canal’s shipping function is obvious in degeneration. Li canal is the essence section of Jing-Hang canal, its water quality and the route all surpass other sections of the canal, the water surface are also quite broaden, but its basin belongs to Huai An and Yang Zhou, for an economical developed area, the degree of its development falls behind the south area of Jiangsu, but stronger than the north area of Jiangsu. In order to reduce the disparity of developed area, displaying the traveling function of Li canal is a very good way.We should persist the scientific development view, adjust the industrial structure to promote this area. In this process, through the excavation and cleaning up the tourist resources of Li canal and its coastal region, we may protect correlation material and the non-material cultural heritage of Li canal basin to support the appeal for heritage protection.In this way,we look for the new economic and social increasing point for this region.
     Based on the local investigation and the combing literature, unified the method of the real diagnosis research and the standard research, this article has analyzed the basic condition and the external environment of tourist resources development of Li canal,analyzed the present situation of the tourist resources development.In all, Li canal tourist resources development has a meaningful future.But now it has many main existence questions ,such as the region ecological environment of Li canal drop in quality, development and conformity consciousness not strong, administrative and regionalization restriction , benefit barriers. Based on these foundation, we can make full use of the related theory in tourist resources and the regional economics to devise the new idea for the construction of Li canal. Using the axis theory to devise the overall layout of tourist resources development of Li canal --156 strategic space development pattern,which is beneficial to conform the tourist resources of Li canal .Using the environmental economics theory to analysis the key traveling construction project of Li canal region --the old town with Wharf of the Qin and Han Dynasty culture area, Huai Chu eco-tourism resort area, Huai An hydro-junction area, link Gaoyou Lake eco-tourism area, Feng Huang and Shao Bo Lake eco-tourism resort area, remembers the source of one's happiness tourist area, obtaining that in Li canal tourist resources development we must pay more attention to environmental protection,deal with many kinds of relations harmoniously to display the overall benefit .Using the marketing theory to portray two traveling image of Li canal region--ancient Canal capital, delicious food town,in this way to promote fine reputation.In all, we may set up the conformity idea of Li canal tourist resources development. With this idea we reform the management system , establish the region traveling benefit share system and the region linkage, the profession union, the enterprise collaborate marketing system, elongate the traveling expense chain and enhance the traveling income, impeling the integrated of social and economy development of Li canal region,also providing the tourist resources development model for economical developed area simultaneously.
