河南省科技人才开发与评价研究

摘要
随着科技强国、人才强省战略的推进,中央关于促进中部崛起战略的实施,又使得河南省科技人才开发面临难得的发展机遇。面对新形势新任务,如何指导河南省科技人才队伍建设,为河南省的科技人才工作提供依据,成为重要课题。国内在关于科技人才开发研究中研究方面多侧重于宏观政策和理念的介绍,本文认为科学合理的科技人才开发的政策与机制,必须建立在正确评价其开发的效率与水平以及深入分析开发内容与过程的基础之上,所以,本文采用理论分析与实证研究、定量分析与定性分析相结合的研究方法,立足于科学评价河南省科技人才开发的效率与水平,并深入分析科技人才的开发过程,为河南省科技人才队伍的建设提供科学的依据与参考。主要研究成果有:
     1、从科技活动经费支出、科技研发支出、课题经费支出、机构经费内部支出四个方面构建了评价科技人才投入的指标体系;从专利情况、学术论文和专业论著三个方面评价科技人才的产出,并利用DEA方法进行综合评价,构建了科技人才投入产出效率评价模型,利用EViews软件对所选指标进行分析,证明利用所选择指标进行科技人才投入产出分析是合理的,并通过模型对河南省的评价结果证明了所建立模型的科学性。
     2、构建了区域科技人才开发水平评价模型。从政府工作情况、科技人才开发的现状来描述科技人才开发的评价指标。政府工作情况方面的评价指标包括对科技人才的重视程度、对科技人才的支持力度、对科技人才的激励三个方面;科技人才现状包括现有科技机构情况、大中型工业企业科技情况、人才储备、科技人才市场化、人才资源丰度、人才资源结构几个方面;利用模糊综合评价方法进行综合评价。利用所建模型对河南省科技人才开发水平进行评价,评价结果为一般,符合河南省的实际。
     3、分析了科技人才开发中的博弈过程,指出无论是在科技人才的引进过程还是在科技人才的激励过程中都要致力于消除或降低科技人才与用人单位之间的信息不对称性。指出在科技人才的引进过程中解决逆向选择的根本途径在于完善人才识别机制,为各类科技人才制定较为详细的层次划分标准,而不是唯学历、职称为标准;在科技人才的激励过程中在减少双方信息不对称的前提下,要尽可能全面地对科技人才的工作成果进行评价。最后根据博弈分析的结果对河南省科技人才的开发机制进行了建设。
The development of science and technology talents in Henan province is facing opportunities with the advance of technology strategy, talents strategy, and the promotion of central rise strategy. Facing the new situation and new tasks, how to guide the construction of science and technology talents in Henan Province which provides the basis for science and technology talents work has become an important topic. Domestic research on the development of science and technology talents focuses on macroeconomic policies and concept introduction while this paper proposes a point that policies and mechanisms of the science and technology talents should be established on the correct evaluation of the efficiency and the level of its development, as well as in-depth analysis of the development content and process. Therefore, this paper uses research methods of theoretical analysis, empirical research, quantitative analysis combined with qualitative analysis to complete scientific evaluation of the development level and efficiency of science and technology talents in Henan Province and analyze the development process of the science and technology talents in Henan Province. The research results provide scientific basis and reference for the team construction of science and technology talents in Henna province. Major Results of Research:
     1)The research establishes the indicator System including input indicator System based on four respects including science and technology activities spending, science and technology R & D spending,project research spending,internal spending of agencies; Also establishes the output indicator System based on three respects including patents, professional books and academic papers. In this paper, comprehensive evaluation is completed by DEA method and the evaluation model of input-output efficiency of the science and technology talent is successfully constructed before the analysis of selected indicators by EViews (an econometric software tool), which proves the choice of the indicators of scientific and technological talents input-output analysis is reasonable. At last, the evaluation results of the model based on Henan Province show that the model established is scientific.
     2)Construct the evaluation model of the regional development level of the science and technology talents. Describe the development of science and technology talent evaluation indicator about government work and the status of the development of science and technology talent. In the aspect of government work, the evaluation indicator includes three aspects, which are the importance of the science and technology talents, the intensity of the support of the science and technology talents, incentives for the science and technology talents. The status of the science and technology talents include in scientific and technological institutions, large and medium-sized industrial enterprises in science and technology, talents reservation, technology of the talent market, abundance of human resources, human resources structure and so on. Make use of the fuzzy comprehensive evaluation method to complete the evaluation. Use the model of Henan Province in science and technology to evaluate the level of talent development. Although the result is common, it is actual.
     3)This paper analyzes the development of science and technology talents in the course of the game, and indicates that we must try to eliminate or reduce the asymmetry of the information between the science and technology talents and employing units. We also find the fundamental way to resolve the reverse option in the process of introducing the science and technology talents, which is to perfect talents identification mechanism, detail the level of the development of standards for all types of the science and technology talents, not accord to qualifications, or the title of standards. What’s more, in the science and technology talents incentive process, reducing information asymmetry in the premise, we must try to evaluate the outcome of the work of science and technology talents to the fullest extent. At last, we build the mechanism for the development of the science and technology talents in Henan Province according to the analysis of the final outcome of the game.
