中国人力资源状况与国际贸易比较优势研究

摘要
随着经济全球化和信息时代的到来,人力资源作为一种社会生产要素,在经济发展中的作用越来越重要。根据静态比较优势理论,我国具有人力资源方面的优势,应该大力发展劳动密集型产业,因为这种策略选择可以使我国在国际贸易中获得更大的比较利益,实现社会资源的优化配置。但事实并非如此。国家利益的存在使这种静态比较利益的实现遇到障碍。同时,单纯依靠静态比较优势难以实现我国经济结构调整和产业结构优化升级的战略目标。因此,有管理的贸易自由化战略是我国现阶段的理想选择。具体策略是在劳动密集型产业发展的基础上,积极发展技术密集型产业,尤其要大力发展中技术产业。我国的人力资源虽然总量巨大,但是质量偏低,结构不合理。为此,要加大人力资本投资力度,提升我国的人力资源素质,改善人力资源结构,为顺利实现我国的国际贸易比较优势转移和经济结构调整创造有利条件。
Along with the arrival of economic globalization and information age, as an element of social production, human resource plays more and more important role in economic development. According to the static state comparative advantage theory, China possesses the superiority of human resource aspect, so we should develop the labor intensive industries energetically as this kind of strategy selection can make us gain the bigger comparative interest in the international trade, realize optimization disposition of society resources. But the fact is really not so. The existence of nation interest makes the realization of this kind of static state comparative interest run into the obstacle. At the same time, it is hard to realize the strategy objective of our economy structure adjustment and industrial structure promotion relying on the static state comparative advantage simply. Therefore having the trade liberalize strategy managed is the ideal selection on this stage of our country. The concrete tactic is that we s
    hould develop technology intensive industries on the foundation of the development of labor intensive industries. Though our human resource scope is huge, the quality is low, and the structure is not reasonable. So we should enlarge the human capital investment, promote the diathesis of human resource, and improve the human resource structure in order to create advantage of realizing the transformation international trade comparative advantage of our country the adjustment of our economy structure successfully.
