银行绩效考核系统的研究和实现

摘要
随着中国加入经济全球化的行列,外资银行的涌入使得国内金融行业竞争更加激烈。为了提高银行的核心竞争力和适应能力,许多银行都在探索提高效益和改善组织绩效的有效途径,组织结构调整、人力资源整合、组织扁平化管理等成为当代组织变革的主流趋势。尽管上述的结构调整措施能够降低成本,也能从一定程度上改善效益,但是,如果缺少客观的评价体系,那么它们只能达到一个短期激励促进的效果,不能够从根本上改善企业的整体业绩和效益。要想实现员工个人绩效与企业整体绩效的协调一致,必须建立一个有效的评价绩效和界定绩效的绩效管理体系。建立银行绩效考核系统在人力资源管理上起着非常重要的作用。
     本文针对一般银行体系结构,借鉴国外绩效管理系统的成功经验,分析国内绩效管理系统的现状和发展方向,以Microsoft. NET的体系结构,基于网络的可扩展的应用程序和服务提供数据访问服务的ADO. NET数据库访问技术,运用SQL Server 2000 Reporting Services报表服务的功能,结合Informix动态数据库技术,以构建一套全面规范的银行绩效考核指标为目标,建立一套科学规范、可扩展性强的银行绩效考核系统,并在此基础上探讨如何通过调整数据库参数和优化配置,提高银行绩效考核系统的性能。然后本文给出绩效管理系统的设计方案,采用基于浏览器方式的B/S体系结构,构造银行绩效管理系统的数据结构框架,将系统的功能划分为表示、功能及数据三大块,在表示层提供绩效考核系统的用户接口部分,在中间层上部署了负责数据整合的核心处理功能模块,在数据库中存储银行机构、员工、帐户明细信息、科目信息、指标信息等数据。系统由绩效查询子系统、系统管理子系统、报表查询子系统和批处理子系统四部分组成,允许银行人员在客户端使用浏览器通过内部网访问该系统数据库,具有查询、数据维护、报表查询、头寸管理、权限管理以及相关各项查询、统计、分析功能。最后,对系统的应用情况进行了系统评价。

For the sake of the core competencies and the orientation ability of the exaltation bank, many banks are investigating the valid path of the exaltation performance and improvement organize results, the organization structure adjust, the human resource integrate, the flat organization even turn a management etc. becomes the essential trend of the contemporary organization change. Though above-mentioned structure's adjusting measure can decline low cost, also the ability improves a performance from the certain degree, but, if be in need of objective evaluation system, so their can attain a short date to encourage the result for promote, can't improve the whole accomplishment and performance of the business enterprise enough and by the root. To think carrying out employee the coordination of personal results and business enterprise whole results is consistent, have to build up the results management system of a valid evaluation results and the define results. The bank result investigates the management mechanism to manage in the human resource up have count for much function.The article is to aim at the general bank system structure, according to the success experience of performance assess system in foreign enterprise, apply Microsoft. NET technology, ADO.NET database access technology basing on expansil application and services, SQL Server 2000 Reporting Services and Informix Dynamic Database technology to build up a overall standard performance assess system for common bank structure. Base on this structure, inquiry into how pass the adjustment database parameter and install excellent turn the function of the database. And then this article analyse the requirement of bank performance assess system, construct the data structure frame of the bank performance assess system, adopt according to the browser method of the B/S structure application system, divide the line the function of the system for mean, function and data three big piece, Be meaning the layer provides the customer that the results investigates system to connect part, betwixt the layer upper part office be responsible for the core of the data integration processing function mold piece, save business organization, bank employee, bank account detail information, category information, the index sign information in the database etc. data. That system from the results search sub- system, the system management sub- system, the statement search sub- system and criticize processing sub- system four-part the cent constitute. Can allow bank a personnol to carry the usage browser to visit that system database through an internal net at the customer, have the search, the data maintenance, statement search, ready cash management, legal power management and related and various searches and statistics, analyze function. In the end,carried on system an evaluation to the applied circumstance of the system.
