离岸金融论：我国离岸金融发展分析及构想

摘要
金融自由化、国际化是上世纪80年代以来世界金融体系最鲜明和最重要的发展趋势。
本文结合本人10年来的离岸金融从业经验及理论探索，沿着金融自由化、国际化发展的思路，从阐述离岸金融的起源和发展模式、发展状况及发展特点开始，分析了离岸金融产生和发展的原因，论述了离岸金融是金融自由化、国际化的产物，是当代国际金融发展中最重要的一次金融创新，揭示了离岸金融在当今国际金融环境中面临的挑战及其发展趋势；从分析我国离岸金融发展状况入手，总结我国离岸金融业务实践的经验教训，结合我国2001年12月加入WTO后金融国际化发展的趋势及中国人民银行于2002年6月提出恢复国内有关商业银行发展离岸金融业务的政策趋向，阐明了现阶段是发展我国离岸金融的良好时机，从我国离岸金融发展的国际经验借鉴开始，对我国离岸金融的发展进行了战略思考，在我国离岸金融发展区位与模式选择、政策推动及监管等方面提出有益的建议和具体实施措施。
本文的基本观点为：离岸金融是金融自由化、国际化的产物，是真正无国界的国际金融，是当代国际金融发展中最重要的一次金融创新；我国应加快离岸金融发展，以加快金融国际化的进程。
Financial liberalization, internationalization should be the most obvious and important developing trend in the world finance system since the 80th of the last century.
According to the author's ten years' offshore banking business experience, at the beginning of the article, He expatiated the origin, developing mode, status and the characteristics of offshore banking business. Then the paper analyzed the reason of its origin and development. At the same time, the author indicated that the offshore banking business is the result of financial liberalization and internationalization and that it should be one of the most important innovations in the financial developing history. On the other hand, through analyzing the developing status of the offshore banking business, He summed up the experiences and lessons in the practice in China. With China's entry into WTO, the People's Bank of China has put forward that offshore banking business will be resumed in some of commercial banks. Thereby it would be a good opportunity for China to develop the offshore banking business. In the final part, He also provides some suggestions and measures in this regard.
The basic point of view of this paper: The offshore banking business is the result of financial liberalization and internationalization. It is a non-national boundary international business in real sense and it should be one of the most important innovations in financial developing history. China should quicken its steps to developing offshore banking business in order to quicken the procedures of the financial internationalization.
