开发区基础设施建设研究
摘要
开发区是我国改革开放的产物，其建设和发展改善了我国的投资环境，扩大了投资渠道，吸引了大量的外资，新兴发展了许多高新技术产业、外向型经济、第三产业，开发区已成为改革开放的重要窗口和新的经济增长点。
开发区的基础设施是开发区赖以生存和发展的基础，是为开发区的工业生产、居民生活和区域发展服务的，具体而言，开发区的基础设施是招商引资改善投资环境的必备硬件，是实现开发区城市功能的物质保障，也是开发区拓宽发展空间和推动区域经济发展，实现可持续发展战略的载体。鉴于开发区基础设施的重要性，本文就基础设施的规划、投资和基础设施建设管理体制创新三方面进行深入研究。运用城市规划相关理论和方法，着重研究开发区基础设施规划作用、层次内容、科学规划原则、规划方案评价、决策及监督，实现区域可持续发展。运用经济学的相关理论和方法，着重研究基础设施投资体制改革模式，旨在寻找实现基础设施建设资金良性循环的模式。运用管理学的相关和理论方法，引入新加坡法定机构的概念，着重研究基础设施建设管理体制创新，实现开发区基础设施建设管理模式由“条块管理”转向“统一管理”，以提高基础设施综合化管理水平。通过体制创新，建立新型基础设施建设管理主体作为载体，将规划、投资和建设管理三方面有机地联系在一起。本文主要研究开发区这一特定区域范围内基础设施规划、投资和建设管理三方面内容，文中结合实际工作中的一些具体案例加以分析，旨在提出适应开发区基础设施建设的思路和方法，以保证开发区在城市化的进程中实现可持续发展。
The development area is a product of our reformation and open policy, whose constructing and developing have improved the investment environment, expanded investment source ,attracted plenty of foreign capital, developed lots of infant and high technology industries, outward economic and the third industries. The development area has become a window of reformation and open policy and a new economical growing point.
The infrastructure is the basement for development area's existing and growing, which service industry production, resident lives and the future development. The infrastructure is requisition for absorbing investment, is guarantee to realize city function, is the means to prompt regional economic and realize the continuous development strategy. For above all, the thesis studies the infrastructure's construction in 3 parts: planning, investment system and management system innovation. With city planning theory, study science planning principles and schema evaluation choosing and supervision.With economic theory and ways, study investment system innovation pattern, so as to find out a pattern by which the construction capital can be effectually used and put into a benignant circulation. With related management theory, consulting the legal organization in Singapore, study management system innovation to change the old parts-management to a unity-management and advance comprehensively management. By system innovation, form a new infrastructure construction management' agency, thereby connect planning, investment and constructing management. The thesis studies all these questions in the development area, a specific zone. In the end of the thesis, some factual moots are analyzed to suggest a framing of the infrastructure construction.
