面向自主创新的区域科技资源优化配置研究

摘要
自主创新已上升为我国国家战略,提高自主创新能力,优化科技资源配置是其关键。我国科技资源配置效率较低,提升区域科技资源配置效率对于促进区域自主创新具有重要意义。为此,本文在区域科技资源配置与自主创新关系检验的基础上,分析面向自主创新的区域科技资源配置机理与模式,构建面向自主创新的区域科技资源配置效率评价模型,为我国区域科技资源的优化配置提供决策借鉴。
     首先,论文分析了我国区域自主创新和区域科技资源配置的现状与问题。在明晰区域自主创新内涵与能力构成以及区域科技资源配置内涵、功能与特征基础上,对我国各区域自主创新投入能力、环境能力、产出能力、潜在能力和科技资源投入、环境与产出进行现状分析,发现我国区域科技资源配置存在部分区域科技资源配置效率较低、区域科技资源配置结构有待优化、区域科技资源配置的公平程度有待提高、区域科技资源配置与相关系统的协同力有待提升等问题。
     其次,论文检验了区域科技资源配置与自主创新的关系。在区域科技资源配置与区域自主创新关系分析基础上提出假设并建立模型,采用典型相关分析方法进行2009年我国31省市科技资源配置与自主创新的相关关系检验,证明区域科技资源配置能有效促进区域自主创新能力的提升。
     再次,论文构建了面向自主创新的区域科技资源配置效率评价模型并进行了实证研究。在界定面向自主创新的科技资源配置效率及其评价的内涵的基础上,分析区域科技资源配置效率评价的功能与原则,构建区域科技资源配置效率评价模型,设计指标体系,选择融合传统DEA、改进DEA和复合DEA的DEA方法组合,以2009年我国31省市的科技资源配置效率为对象进行评价的实证分析,得出我国未来可从优化科技资源配置环境和提高科技资源产出能力两方面进一步提升科技资源配置效率的结论。
     其后,论文剖析了面向自主创新的区域科技资源优化配置机理。面向自主创新的区域科技资源优化配置机理包括区域科技资源配置与区域自主创新的耦合机理、区域科技资源优化配置促进区域自主创新的机理和面向自主创新的区域科技资源优化配置实现机理。区域科技资源配置与区域自主创新的耦合机理包括目标、要素、过程和机制等四方面的耦合关系,区域科技资源优化配置促进自主创新的机理分别为区域科技资源配置促进原始创新、集成创新和消化吸收再创新,面向自主创新的区域科技资源优化配置的实现机理分为公共选择机理和经济学内在机理。
     进而,论文研究了面向自主创新的区域科技资源优化配置模式。从创新主体和科技资源类型两方面提出区域科技资源优化配置模式的分析维度,对区域科技资源优化配置模式进行分类,并构建区域科技资源优化配置模式模型,进而从政府主导模式、企业驱动模式、研究机构驱动模式等方面研究区域科技资源优化配置的单一驱动模式,从产-学-研模式、经费-人才-技术模式、专利-工艺-服务模式等方面研究区域科技资源优化配置的联合驱动模式,从主体协同模式、资源协同模式和产业技术联盟模式等方面研究区域科技资源优化配置的协同模式。
     最后,论文提出了面向自主创新的区域科技资源优化配置对策。从促进面向自主创新的区域科技资源配置的组织协同、促进区域科技资源配置与自主创新一体化的制度协同、促进基于政府与市场相结合的科技资源优化配置的机制协同、打造提升区域科技资源配置效率的环境支撑体系等方面提出了面向自主创新的区域科技资源优化配置对策。
Independent innovation has become the strategy of our country, increase own innovationcapacity, optimize configuration of resource of science and technology is the key. Theallocation efficiency of China's low, promoting the regional science and technology resourceallocation efficiency to promote the regional independent innovation has importantsignificance. Therefore, this article in regional science technology resources allocation andindependent innovation of test based on analysis for innovation, the regional science andtechnology resource allocation mechanism and pattern, for the construction of independentinnovation of regional science technology resources allocation efficiency evaluation model,for the science and technology of our country area resource optimize configuration to providedecision-making reference.
     First of all, the paper analyzed the China's regional innovation and regional science andtechnology resource configuration status and problems. In clear regional independentinnovation ability connotation and constitution as well as the Regional Science&technologyresources connotation, function and features on the basis of our country, the regionalindependent innovation capacity, environmental capacity, input output capacity, potentialcapacity and technological resources, environment and the output is the status analysis, foundthe regional science technology resources allocation in China are part of regional science andtechnology resource configuration, low efficiency of regional science and technology resourceallocation structure to be optimized, regional science and technology resource allocationequity level needs to be raised, regional science and technology resource allocation andrelated systems to promote synergy problem.
     Secondly, the paper examines the regional science and technology resource allocationand the relationship between the independent innovation. In the regional science andtechnology resource allocation and Regional Indigenous Innovation Based on analysis of theassumptions and the establishment of model, with the method of canonical correlationanalysis was carried out31provinces and cities of China in2009in configuration of resourceof science and technology and own innovation related inspection, certificate of regionalscience technology resources allocation can effectively promote the regional independentinnovation ability promotion.
     Again, the paper has analyzed the independent innovation oriented regional science andtechnology resource optimal allocation mechanism. For independent innovation of regionalscience and technology resource allocation mechanism includes the regional science andtechnology resource allocation and regional independent innovation coupling mechanism ofregional science and technology resource to optimize configuration, promote the regionalindependent innovation and independent innovation oriented mechanism of regional scienceand technology resource allocation mechanism of realization. Regional science andtechnology resource allocation and regional independent innovation coupling mechanismincludes objectives, elements, process and mechanism from four aspects of couplingrelationship between regional science and technology resource to optimize configuration,promote independent innovation mechanism for regional science technology resourcesallocation and promote original innovation, integrated innovation and digest absorb innovateagain, for independent innovation of regional science and technology resource allocation therealization mechanism for public choice mechanism and the inner mechanism of economics.
     Thereafter, research oriented to the independent innovation of regional science andtechnology resource allocation optimization model. From the main body of innovation andscience and technology resource type two aspects of regional science and technology resourceallocation optimization model analysis dimensions of regional science and technology,optimize the allocation of resources modes are classified, and the construction of regionalscience and technology resource allocation optimization model, and then from thegovernment leading, enterprise drive mode, research institutions and other aspects of drivingmodel of regional science and technology resource allocation optimization of single drivemode, from the middle-School-research pattern, funds-Talent-technical mode, patent-technology-service mode and other aspects of regional science and technology resourceallocation of joint driving mode, cooperative mode, from the main resource cooperation modeand industrial technology alliance mode and other aspects of regional science and technologyresource allocation of cooperative mode.
     Then, the paper has constructed for independent innovation of regional sciencetechnology resources allocation efficiency evaluation model and the empirical study. On thedefinition of the independent innovation of science and technology resources allocationefficiency and evaluation based on the connotation, analysis of regional science technology resources allocation efficiency evaluation of the function and the principle, the construction ofregional science and technology resource allocation efficiency evaluation model, indexsystem is designed, the selection of fusion of traditional DEA, improved DEA and DEAcomposite DEA method combined with2009,31provinces and cities of China the allocationefficiency of science and technology resources as the object of the evaluation and empiricalanalysis, obtains our country future can be obtained from the optimization configuration ofresource of science and technology environment and enhance the scientific and technologicalresources output capacity of two aspects to further improve the efficiency of resourceallocation in conclusion.
     Finally, the paper proposed the independent innovation oriented regional science andtechnology resource allocation optimization countermeasures. From strengthening theindependent innovation oriented regional configuration of resource of science and technologyorganization, the establishment of regional configuration of resource of science andtechnology and independent innovation integration system, the establishment of governmentand market a combination of science and technology resource allocation mechanism, createbenefit of regional science technology resources allocation efficiency of the culture andenvironment in the independent innovation oriented regional science and technology resourceallocation optimization countermeasures.
