我国市场经济条件下住区规划建设若干问题的探讨

摘要
住区规划建设所涉及的内容是广泛而复杂的。本文从现阶段我国住宅政策
    的变革出发,研究当前我国市场经济条件下住区规划建设的若干问题。
    论文共分三章。第一章作为背景知识,介绍了我国市场经济条件下住区规
    划建设的经济环境,它完全不同于计划经济条件下的住区规划建设。我们必须
    转变观念,从市场出发,在现实的经济条件下,争取住区建设的数量和质量并
    进。第二章对我国市场经济条件下住区建设的特点及存在的问题进行了讨论,
    指出住区规划建设的最大障碍是供给与需求之间的脱节,实质反映出在我国住
    宅改革中短期效益与长远效益的矛盾。我们应在市场经济的杠杆作用下,从政
    府策略、开发商利益、使用者效益、设计者质量等众多方面转变观念,使住宅
    的供需达到平衡。
    在前两章的基础上,第三章提出住区规划设计应与当前的经济环境相结合。
    这一章是全文的重点。它从更新住区规划理论;建立灵活适用的建设标准;重
    视外部环境设计;优化住宅设计;居民参与住宅设计以及加强住区物业管理等
    几个方面进行了论述。
    本文一直贯穿着一个观点:在现实的经济条件下应追求住区建设社会效益、
    经济效益和环境效益三者的结合,使我国的住区建设真正走上可持续发展之路。
The content in housing planning is abroad and complicated. The essay is based on the reform of our country's present housing policy and focuses on a research of the housing construction under the market economy.
    The essay is divided into 3 chapters. As background knowledge, the 1st chapter introduces the economy environment of housing planning under the market economy, which is totally different from the one under planned economy. We should change our concept that covers the government strategy, the benefit of developer and user as well as design quality in order to strive to the development of quality and quantity in housing planning under the practical economy condition. The 2nd chapter discusses the character and existing problem in housing planning while points out the biggest barrier lying in disjunction between supply and demand and reflects the contradiction of benefit between short range and long one. We should reach the balance of supply and demand through the leverage of market economy.
    Based on the former two chapters, the 3rd one, the focus of the whole essay, brings forward that the housing planning should combine with the current economy environment. It covers several aspects such as renewal of the housing planning theory, establishment of the agility and useful standard, recognition of exterior environment design, optimization of housing design, participation of residents in design as well as reinforcement of the management in usage.
    The notion is running through the whole essay that the benefit of society, economy and environment be united according to the reality in order to realize the sustainable development in housing construction.
