摘要
多经企业是我国全面推行经济体制改革政策的产物,它的存在对于改革初期,解决各国营企业的富余人员的安置和带动我国第三产业的发展起到积极的作用。随着我国改革的不断深入,随着市场的经济政策更加全面、深入地推广,多经企业的存在对原所在国营企业的发展的阻碍作用逐渐暴露出来。如何解决这一问题?如何使国营企业和其下属的多经企业均能获得持续发展的空间?是急待解决的问题。本文正是由此引出,通过对成都电信公司的一家多经企业的生产、运作模式及变革措施的分析与研究,对如何将国有多经企业,改造成为适应市场竞争,充满活力的现代公司制企业进行了初步探讨。
     本文第二章是分析这家多经企业的背景和问题。分析了该公司产生的市场环境,生产运作和管理模式;归纳了该公司存在的问题,最终确定了对该公司变革应从哪几个发面入手。
     本文第三章是对这家企业进行组织变革及运作管理的设计,分析了公司变革的原因,为公司设计了新的组织结构,制定了新的人员配置方式;研究了如何规范公司的生产与运作管理和激励员工的方式。
     本文第四章是对该公司未来发展方向及业务拓展的分析。分析了公司的内、外部环境和SWOT矩阵,从而确定了公司今后业务拓展和发展的方向。这部分还对公司未来体制与机制的变革提出了探讨意见。
Multi-business Co. is the outcome of the overall reform policies on economic system in China. Its existence has played an active role in the solution of settlement of the redundant employees in various state-owned enterprises, and pushes forward the development of the tertiary industry (service sector) of China.
    With the deeper reform in China, and with more comprehensive and further implementation of the policies for market economics, the problem that the existence of Multi-business has obstructed the growth of the state-owned enterprises gradually reveals.
    How to find a solution to the problem? How to make both the state-owned enterprise and its subordinate Multi-business Co. have sustained space for development? These are urgent issues to settle. This article is written out of such point view: through the analysis and study of the production, operation and reform measures of one Multi-business Co which is the subordinate of Chengdu Telcom, and has discussed and probed into the process of how to modify the state-owned Multi-business Co into an energetic and modern cooperation which is market competitive.
    Chapter 2 is an analysis of the background and problems of the Multi-business Co.
    It has analyzed the market environment for production, production operation and way of management; and has summarized the problems the cooperation has, and set up several measures for reform.
    Chapter 3 deals with business organization transform and operation management redesign. It has re-structured the organization, set up new personal planning, and discussed the way of regulating production and operation, and the way of boosting the moral of employees.
    Chapter 4 is an analysis of the future development and business expansion.
    
    
    Based on the study of inner and exterior company environment and SWOT matrix, it has set up the development direction for the company future and business expansion. This part also involves the structure reform and streamlining for company future system and mechanism, putting forward some views, opinions, and inquires.
