价值工程在电力设备采购招标中的应用研究

摘要
随着我国经济和社会的高速发展,国民经济对电力建设要求越来越高,电力建设规模的不断扩大,电力建设工程项目的功能要求与技术含量也越来越高。随之带来的电力设备采购问题也日益突出。在招投标工作中,评标定标是起着决定性作用的重要环节。因此,评标方法的研究理论和实际应用意义十分重要。
     利用价值工程进行电力设备采购招标评标,其原理清楚易懂,易做到公平、公正、科学的评标原则。能够做到系统全面、重点突出。将价值工程引入电力设备采购招标评标并非完全推翻现有方法,而是对使用现有评标方法的改进。
     本文通过对电力设备采购招标评标体系的分析研究,结合我国电力设备采购招标工作的实际情况及现行的招标体系,对电力设备采购招标评标因素进行了分析,建立了以层次分析法及价值工程原理为基础的电力设备采购招标评标模型,实证分析表明此模型科学、实用且具有良好的操作性,能较好地体现招标工作公平、公正的原则。
     本文的主要工作成果包括:
     较为系统地介绍了论文的研究背景和研究意义,相关研究的国内外研究和应用现状等。建立了电力设备采购招标评标指标体系,并确定了指标权重的确定方法。论述了价值工程在电力设备采购招标评标方法中的应用原理和步骤。最后的实证分析验证了该方法模型的可行性。
With the rapid development of economy and society of our country, the level of electric power construction become more and more high. So the procurement problem of electrical equipment is also becoming increasingly prominent. In equipment bidding, the evaluation and determination process are the most important part which playing a decisive role. So the bidding evaluation methods of theoretical and practical application is very important.
     Based on the power equipment procurement bidding evaluation system analysis, with the actual situation of procurement of power equipment bidding and the current bidding system. The electrical equipment bidding evaluation factors were analyzed in this paper, and we established a power equipment procurement bidding evaluation model based on AHP and value engineering. This model is scientific, practical and has good maneuverability. It can better reflect the bidding in a fair and impartial manner.
     Using value engineering method for the power equipment procurement bidding evaluation is clea, understandable, fair, just and scientific. To being more focused, systematic and comprehensive. The introduction of the value engineering to electrical equipment procurement bidding evaluation is not completely overthrow the existing methods, but is the improvement on the existing evaluation methods.
     The main work of this paper includes:
     Given a systematic introduction to the research background and significance, and research and application of domestic and foreign and so on. Established a power equipment procurement bidding evaluation index system, and determined the index weight. Given out the power equipment procurement bidding evaluation methods and procedures in the application of the principle. Finally, empirical analysis validate the feasibility of the model.
