重庆电信固网智能化的改造与实现

摘要
目前,随着市场竞争的加剧,全球电信运营纷纷实施战略转型,虽然具体战略不尽相同,但整体方向却是一致的:通过多网络、多终端、多业务的融合及价值链的延伸,实现由传统基础网络运营商向“任何时间、任何地点”的综合信息服务提供商的转变。而网络转型是这一系列转型的基础。NGN(下一代网络)是目前通信业界关注和探讨的一个热点话题,人们希望通过NGN来解决目前各类网络中的许多问题。利用NGN技术提升语音网络,使网络更具有开放性、灵活性、快速反应等特性,满足市场竞争的需要,对于传统固网运营商来说,越来越显得迫切和重要。本文介绍了NGN的架构及标准化进程,软交换技术和基于软交换的网络演进,探讨了软交换与IP多媒体子系统(IMS)的关系。针对现有PSTN网络提出了几种能化方案,即“端局+汇接局代理访问SHLR”方案、“TDM汇接局完全访问SHLR”方案和“软交换汇接局完全访问SHLR”方案。通过在网络中引入SHLR(用户数据库)将用户业务属性与业务承载网络分离,以提升网络智能化和奠定向下一代网络演进的基础。对固网智能化改造的多种方案进行技术性能和实施难度的比较,结合重庆电信实际情况,采用软交换完全访问SHLR的方案,对重庆电信现有网络进行固网智能化改造。在现网中引入软交换技术,将软交换的发展与固网智能化结合起来,一方面它可以避开现有交换设备的技术瓶颈,兼顾满足传统业务和新兴增值业务的需求;另一方面,网络当中引入软交换体系结构有利于网络结构的优化和资源的整合,避免重复建设,降低建设投资和运行维护成本。通过具体方案的实施,有效解决了现有网络存在的问题,使现有网络满足各类业务发展和网融合的需要。最后本文还探讨了今后固网发展的方向和如何向基于IMS的下一代网络顺利过渡。
At present, as market competition intensifies, the global telecommunications operators have implemented the strategic restructuring. Although the specific strategies vary, their overall directions are the same: through a convergence of multi-network, multi-terminals and multi-business as well as the extension of the value chain, they intend to achieve changes from a traditional basic network operator to an integrated provider who can provide information services any time and any place. And the network transformation is the basis of a series of restructuring. NGN (Next Generation Network) has become one of the hottest topics in communications industry, which is expected to resolve many present problems in all types of networks. To the traditional fixed network operators, the use of NGN technology to upgrade the voice network becomes more and more urgent and important, by which the network is more open, flexible, rapid in response and able to satisfy the need of market competition. This paper not only describes the NGN structure, standardization process of NGN and the telecommunication network evolution based on the Soft Switching technology, but also discusses the relationship between the Soft Switching and IMS (IP Multimedia Subsystem). Against the existing PSTN (Public Switched Telephone Network) this paper has also discussed several solutions to intelligent transformation of fixed network, including " Board + Tandem Bureau visit SHLR(Smart Home Location Register)" solution, "TDM Tandem Bureau fully visits SHLR" solution and "Soft Switching Tandem fully visits SHLR" solution. Use of SHLR can separate the user attributes from business carrying network, upgrade network intelligence and lay a foundation for evaluation to NGN. Comparing the above solutions as well as concerning the actual Network of Chongqing Telecom we choose the "Soft Switching Tandem fully visits SHLR" solution to implement the intelligent transformation. Adopting the Soft Switching technology in present network combines the NGN development with fixed network intelligence. On one hand, it can avoid the existing technological bottlenecks of switching equipments and meet the traditional and emerging value-added business needs. On the other hand, it can do good to the optimal structure of the network and the integration of resources, avoid duplicate construction, lower the construction investment and maintenance costs. Through the implementation of this specific solution we have effectively solved the problems of original network and enable existing networks to meet various business development and network convergence needs. Finally, the paper also discusses the future direction of the fixed network development and how to evaluate to IMS-based NGN smoothly.
