本地网软交换网络建设与实施

摘要
下一代网络(NGN)是目前电信领域最热门的名词之一,它涉及到IP技术、多媒体技术、传输技术等多个领域。虽然下一代网络技术仍然存在不同的观点和争论,但是以软交换为核心的NGN技术逐渐成为业界的共识,被认为是下一代网络的发展趋势。本文作者通过查阅国内外相关论著,在指导老师的指导和同事们的帮助下,并通过向国内通信设备商的讨教过程中,在软交换技术发展方面,形成了自己的观点,提出了目前河南网通本地网软交换建设与实施的方案。
     实践证明,软交换不仅仅对运营商的经营理念、管理机制、支撑流程提出了挑战,也对整个电信产业的结构提出了新的要求。本人在研究生期间主要负责该项目的设计,研究该项目的建设方案和实际应用。根据研究的结果提出符合业务需求的解决方案,并在此方案的基础上利用软交换技术解决业务发展中存在的问题。具体内容和成果如下:
     第一,能否提供丰富的业务是软交换的成功与否的关键。
     第二,现有网络的利用问题。
     第三,网络建设方案和建设规模。
     本项目实际建设已经实施完毕,实际应用的情况达到了预期的目的,该项目实现了从“以网络为中心”向“以用户为中心”的改变,网络可以支持更加丰富的业务,给我们提供更多的用户订制业务,提高运营商对于用户业务的管理和控制,有助于显著提升用户的通信体验。这些业务为运营商吸引用户、降低离网率、开发新的收入增长点奠定了基础。
     该项目降低了建设和运维成本。使得原来分立的各种网络有机地统一在一起,使用公共的网络资源,不再需要单独建设各网络,节约了建设成本。同时,使得占企业每年总投资80%的运维成本得以降低。
     该项目增强了企业的竞争力。到目前为止,仅固网悦铃达到159.2万户,一号通业务达到3万户,亲情一家达到78.52万户,结合现行的资费政策,固网悦铃包月5元/户;一号通包月10元/户;号码携带按每用户包月15元;不完全统计业务收入达到2003.8万元,直接给我们带来经济效益,间接带来的是社会效益和企业的竞争力。
     该项目实现了网络的平滑过渡,提高了网络可靠性。同时,盘活了已有的宽带资源。
     总之,本人通过该项目的建设和实施,完善了对NGN系统构架的认识和理解,根据多年的运营经验,提出了基于NGN系统的智能化建设实施方案,有效地解决了目前固网运营中存在的问题,使网络结构更加合理,经营收入得以提高,管理水平取得进步,较好地支撑了市场,服务了客户。
Next Generation Network (NGN) is one of the most popular terms in the field of telecommunication. It relates to IP technology, multimedia technology, transmission technology, and other fields. While the next generation network technology still exist different views and contentions, soft-switch with the core NGN technology gradually is regarded as the next generation network trend of development. The author propose Henan Netcom soft local exchange network construction and implementation of the program through consulting relevant domestic and international literature, researching the domestic telecommunications equipment manufacturers in soft-switch technology development and the help ofinstructor guidance and colleagues.
     During my graduate course, I was in charge of the design of this project,and worked over the scheme and the practical application of this project. According to the findings of this research, I have provided the solutions which satisfy with the requirement of operation. Based on the project, I solved the problems which were showed in the development of the soft-switch technique. Specific content and the final results are as follows:
     First, the ability to provide abundant business is the key to the success of soft-switch project. Secondly, the use of existing networks. Third, the programs and the scale of network-building.
     The construction of the project has been finished, and the desired purpose is achieved in the actual applications. The project realized the change from "network-centric" to "user-centered". The network can support more extensive business, so as to provide us with more business ordered by customers and enhance the management and control of the user business. And these businesses lay the foundation to attract customers, reduce the off-network rate, and develop new income sources.
     The project reduces construction and operation costs. The constructing the project makes the various independent networks united together naturally, and it also makes it no need to build a independent network when using public network resources. occupies 80% of the total enterprises investment each year.
     The project enhanced the competitiveness of enterprises. we and users based on market demand may at any time timely generate and modify operations, which make business generation faster, business features closer to the needs, business income more impressive. So far, only fixed Yue Ling reached 1.592 million, on the 1st-business reached 30,000, affection home reach 785,200, with the existing fee policy, Yue Ling fixed monthly five yuan / households; On the 1st-monthly 10 yuan / households; Number portability monthly per user 15 yuan; incomplete statistics operating income reached 20.038 million yuan, which bring economic benefits to us directly, indirectly resulted in social benefits, and the competitiveness of enterprises.
     This project has realized network's smooth transition. The project improvednetwork reliability. At the same time, it utilizes the existing broadband resources.
     In short, I improve awareness and understanding to the system architecture forNGN from the building and implementation of the project. In accordance with years of operating experience, I put forward intelligent building program based on NGN system, which effectively solved the current fixed network operators in the existing problems, so that network structure is more rational, operating income and the management level can be improved, the better to support the market, to improve service for customer.
