现代企业制度下国有企业党的建设问题研究

摘要
在建立现代企业制度条件下如何加强和改进国有企业党的建设，一直是社会普遍关注的一个热点问题。随着我国国有企业改革的深入进行和现代企业制度的逐步建立，国有企业党的建设依然面临着许多挑战。本文结合党的十六大以后我国形势的新发展，试图对国有企业党的建设的理论和实践做一些探索。
本文由一个前言、五章正文和一个结束语构成。前言主要阐述选题的意义、论文的思路和方法以及论文的新意。
第一章主要从总体上阐述建立现代企业制度条件下加强和改进企业党的建设需要研究解决的基础理论问题，主要包括以下几个方面的内容：（一）建立现代企业制度是国有企业改革的方向。建立现代企业制度是国有企业改革的必然选择。（二）建立现代企业制度必须加强和改进国有企业党的建设。加强和改进国有企业党的建设是坚持党对企业的政治领导权的重要方面；是建立中国特色现代企业制度的内在要求；是巩固党的阶级基础和群众基础的需要；是推动国有企业改革和发展的需要。加强和改进企业党的建设必须澄清一些错误认识。（三）改革开放以来国有企业党建工作的探索和经验。（四）创新国有企业党建工作机制。企业党建工作的一个根本问题是：如何适应国有企业深化改革、建立现代企业制度的要求，努力改进企业党组织发挥政治核心作用的方式？国有企业党建工作定位的依据是国有企业党组织的“两大特点”，国有企业深化改革与企业党建工作定位中的矛盾主要是国有企业党建工作的“两大矛盾”。解决这些问题和矛盾的根本出路是实现党的建设与现代企业制度之间的结合，创新企业党建工作机制。
第二章主要阐述创建国有企业党组织发挥政治核心作用的新机制，主要包括以下几个方面：（一）公司制企业党组织发挥政治核心作用面临的新挑战。完善法人治理结构是现代企业制度的核心，是国有企业改革发展的必然。传统企业领导体制下党组织的角色定位，必然导致企业党组织与法人治理结构产生权力冲突。（二）正确理解企业党组织的政治核心作用。要正确把握“政治核心作用”的科学内涵、基本界限、具体内容。（三）适应公司法人治理结构要求改进发挥作用的方式。重点探讨如何从机制上保证党组织能够参与企业重大问题决策，但
又要符合公司内部权力运作的规范化要求；如何加强企业党组织与自己的依靠力量的联系。
第三章主要阐述创建企业领导人员任用的新机制，主要包括以下几个方面：（一）党组织直接任命企业经营管理者与现代企业制度的碰撞。计划经济时期，党直接控制包括经营管理者在内的企业领导人员，建立现代企业制度后，情况发生了很大变化，主要是由出资人及其代表来选择经营管理者。（二）把坚持党管干部原则与市场化选聘经营管理者的机制相结合。在进入退出机制方面，要取消企业级别，逐步通过市场化运作，做到能上能下，能进能出。（三）把坚持党管干部原则与企业法人治理结构依法行使用人权相结合。把不同文件的有关规定统一起来，创建企业党组织的用人工作新机制。（四）建立健全有效的激励约束机制。要逐步建立和完善以物质激励为主同时结合精神激励的制度和办法，并发挥多方面的监督制约作用。
第四章主要阐述创建思想政治工作的新机制。主要包括以下几个方面：（一）国有企业深化改革给企业思想政治工作提出新要求。国有企业党组织的工作环境和工作方式都发生了许多根本性变化，要求加强和改进国有企业思想政治工作。（二）把思想政治工作、精神文明建设和企业文化建设结合起来。思想政治工作与企业文化建设在基本内容上是可以结合起来的，思想政治工作要继续保持自己的特色和优势。（三）探索企业思想政治工作的新方式新方法。要不断丰富内容，使企业思想政治工作符合时代的要求，从领导体制上保证思想政治工作的健康开展。
第五章主要阐述创建企业党组织自身建设的新机制。主要包括以下几个方面：（一）建立现代企业制度给企业党组织自身建设提出新课题。企业党组织要发挥政治核心作用，关键是要加强自身建设，提高党组织的凝聚力和战斗力。（二）发展党内民主，增强党组织的活力。充分调动党员的积极性、主动性和创造性。（三）创建党员教育管理工作的新机制。探索新形势下党员教育管理工作的新机制新方法，发挥党员的先锋模范作用。（四）创建企业党风建设和反腐败的工作机制。要在加强思想政治建设的基础上，紧密结合现代企业制度和企业生产经营管理的实际，以权力制约为重点，以制度建设为保障，以民主科学为动力，构建结构合理、配置科学、程序严密、制约有效的权力运行新机制。
结束语主要阐述企业党的建设在与现代企业制度相结合的进程中，必然是一场伟大的变革。
How to strengthen and improve the Party building of State-Owned Enterprises under the circumstance of the establishment of the modern enterprise system is the central issue that has been arousing general concern. The Party building of State-Owned Enterprises is still faced with a lot of challenges along with the deepening reform of State-Owned enterprises and the progressive establishment of the modern enterprise system. The thesis try to probe into the theory and practice of the Party building of State-Owned Enterprises in the light of the new development of the situation of our country after the Sixteenth National Congress of the CPC.
The thesis is composed of a preface, the text of five chapters and concluding remarks. The preface explains mainly significance of the title selected, the train of the thought of the thesis and the new meaning of the thesis.
The first chapter expounds generally the problems required to study and solve, of the basic theory of strengthening and improving the Party building of State-Owned Enterprises under the circumstance of establishment of the modern enterprise system. It includes mainly content in following several aspects: Firstly, the establishment of the modern enterprise system is the direction of the modern enterprise system reform. The establishment of the modern enterprise system is the logical choice of State-Owned enterprises reform. Secondly, the establishment of modern enterprise system demands to strengthen and improve the Party building of State-Owned Enterprises. Strengthening and improving the Party building of State-Owned Enterprises is the important aspect of upholding political leadership over enterprises, the inherent requirement from the establishment of modern enterprise system with Chinese characteristic, the need of consolidation of class base and mass base of the Party, and the need of the promotion of enterprise's reform and development. Strengthening and improving the Party building of State-Owned Enterprises demands to clarify some misunderstandings. Thirdly, we relate the main explorations and experiences of the Party building of State-Owned Enterprises from the reform and opening. Fourthly, we should innovative the mechanism of the Party building work of State-Owned Enterprises. One basic question is: how to meet the request for the deepening reform of State-Owned enterprises and the establishment of the modern enterprise system, improve the way the Party organizations in enterprise give full play to their role as the political core? The basis for fixed position of the Party building work is the “two major characteristics” of the Party organization of State-Owned Enterprises. The contradictions between deepening the State-Owned Enterprises reform and the Party building in enterprise are “two major contradictions”. The fundamental way to solve the problem and resolve the contradictions is to realize the organic combination of the Party building of State-Owned Enterprises and the modern enterprises system, found the new mechanism of the Party building work of State-Owned Enterprises.
The second chapter expounds mainly that we should found mechanism by which
the Party organizations in enterprise give full play to their role as the political core. It includes content in following several aspects: Firstly, we relate the new challenges to the role as the political core of the Party organizations in enterprises. Improving corporate governance is the core of the modern enterprises system and the inevitability of the reform and development of State-Owned Enterprises. The fixed position of the role of the Party organizations under the circumstances of the system of leadership of traditional enterprises is bound to lead to conflict of powers between the Party organizations in enterprise and corporate governance. Secondly, we relate correct understanding of the role as the political core of the Party organizations in enterprise. We must understand correctly the scientific connotation, the basic boundary line and the correct content of “the role as the
