进口废物原料风险分析系统的设计与实现

摘要
风险分析是利用已知信息和合适的方法、措施、手段对人类社会中存在的各种风险进行风险识别、风险估计和风险评价,并在此基础上采用各种风险管理技术,做出风险处理与决策,对风险实施有效的控制和妥善处理所致损失的后果,寻找消除风险。
     我国自上世纪90年代开始进口废物原料,目前已成为世界上主要的废物原料进口国之一。近些年来,我国在废物原料进口方面取得了显著的成效,为我国在原料上提供了有效的补充和资源保障作用。但同时也出现了一些问题,给我国的环境安全、经济安全、国民健康带来重大隐患和风险。
     本课题主要针对当前进口废物原料检验检疫领域出现的问题和风险进行信息整理和分析,借助信息技术手段,通过建立风险评价指南、风险分类信息库、风险管理指标量化等创新性研究,使风险管理指令贯穿于进口废物原料检验检疫业务的各个环节,最终产生一套具中国特色的废物原料风险分析系统,实现进口废物原料相关信息的共享与流程监管。
Risk analysis is the way to use the known information and proper methods and measures to complete risk recognition, risk assessment and risk estimation for the kinds of risks in our society. Based on this, many kinds of risk management technologies could be adopted to make strategic decisions in order to wholly and effectively control and deal with the damages caused by those risks.
     China has been the world’s most important country in importing the waste materials since 1990s. In recent years, we have achieved great success in this aspect and availably supply materials and guarantee the natural resource in our country. But in the same time, we could not ignore the troubles and risks which have brought potential dangers and risks to the environmental and economic security and people’s health.
     This paper analyzes the problems and risks in inspection and quarantine of waste materials import and makes innovative researches on establishing risks estimation guide, risks dividing database and guidelines of risk management quantization so that risk management orders could be carried out in all aspects of inspection and quarantine of waste materials import. The paper aims to set up a system with Chinese characteristics to analyze the waste material risk so as to realize the share and process supervision of the related information on waste materials importing.
