公文流转系统的设计与实现
摘要
本文以大庆钻技公司电子政务办公自动化系统的核心子系统公文流转系统项目建设为研究背景。结合大庆钻技公司党工委、管委会机关网上办公的实际需求,研究和分析了公文流转系统的收文管理、发文管理、签报管理和文书档案管理等核心功能,详细讨论了公文流转系统的总体结构设计、功能设计、业务流程设计和数据库设计。最后,通过运用现代软件工程技术设计出公文流转系统的软件体系结构,并给出了一个基于浏览器/服务器(B/S)多层结构和基于Lotus Domino/Notes R6平台开发的公文流转系统,来顺应大庆钻技公司网上公文处理的实际需要,进而为建立服务高效、公开透明的高科技“数字化”园区奠定基础。

Presently, the document transaction works required by administrative works of DTC PWC&AC ( Party Working Committee and Administration Committee ) are conducted with paper as medium and transferred manually. In order to further optimize economic development environment, improve work efficiency, service level, promote construction of digital park, and shorten the differences with that of advanced others, it is of important significance to fasten EGOAS.
The Paper hereof just completed based on the construction of DTS-the core sub-system of EGOAS. Combining with the on-line work requirement of DTC PWC&AC,the Paper studies and analyses core functions of DTS,including document dispatching management. receiving management, signing and reporting management, achieve handling management, The Paper discusses in detail the design of general project,functions,professional flow and database. At last,the Paper concludes a DTS that based on the browser/server (B/S) multilayer structure and Lotus Domino/Notes R6 platform, by adopting modern software engineering to design software system structure of DTS. Such system really satisfied requirement of DTC in terms of on-line document handling, and laid foundation for the construction of high efficient, service, open and transparent high-tech digital park.
