多源流理论视角下城镇企业养老保险政策延展研究

摘要
随着全球范围内工业化进程的加快,老年人的收入保障已经成为全球性问题,由政府支持建立的社会养老保障制度发挥了越来越重要的功能。中共中央对老龄问题表述为关系国计民生和国家长治久安的重大问题。维护老龄化社会和谐的相关应对策略应该走向机制化、养老保险是社会保障制度的重要组成部分,而城镇企业养老保险则是养老保险的核心。
多源流分析模型是用来解释政策是如何制定的一种方法,它可以包括政策制定的全过程,主要由问题源流、政策源流和政治源流组成。多源流模型分析工具对公共政策变迁过程的核心环节进行了系统的分析和回答。这一分析框架对我们在日趋开放、多元和复杂的社会中关注决策的各种因素和各种影响方式,关注政策“输入”和“输出”过程,具有重要的借鉴意义。多源流模型分析框架主要用于分析政策制定过程中各个影响因素对于一项政策的最终形成产生的影响,以及政策从最初产生意向到最终付诸实行的一个完整过程。在本文中,笔者将多源流模型中的三个源流-问题溪流、政策溪流以及政治溪流在养老保险政策中赋予更加实际的意思为：人口压力溪流、财政压力溪流和民意压力溪流。
本文对城镇企业养老保险政策延展的研究基于两个基本的前提判断之上。一是城镇企业养老保险政策的变迁并不是自发形成的,而是基于各种因素、变量促使其产生变革。二是城镇企业养老保险政策的制定和变迁并非是在有一个确定的政策目标下产生的,具有传统阶段过程理论难以解释的“模糊性”的特点。在上述两个判断的基础上,本文的研究思路为：政策梳理、阶段划分--事实描述--政策延展因素分析,即首先从整体上把握城镇企业养老保险政策,并将其按照历史沿革作出阶段划分,再从历史发展的各个阶段中城镇企业养老保险的样态进行描述,最后针对各个阶段中政策的问题源流、政策源流以及政治源流进行规范分析及实证研究。根据这种思路,本文具体内容安排如下：
导论部分主要对本文的研究背景与研究问题、研究目的、研究思路与方法以及研究的视角、创新与不足等问题进行了交代。
第一章是理论基础与分析模型。对本文涉及的相关理论进行简要概述,同时对政策延展的多源流模型的建构作了定性研究,最后分析政策延展多源流模型对研究对象的适用程度。第二章为城镇企业养老保险概念分析及政策延展历程。首先对城镇企业养老保险相关概念作出系统的表述,另一方面将我国及武汉相关政策发展的各个阶段的标志性事件及演变轨迹进行脉络梳理。第三章是城镇企业养老保险政策延展的多源流构成。这一章分别从该政策的问题源流、政策源流、政治源流三个维度对城镇企业养老保险政策延展进行深入分析。第四章为城镇企业养老保险政策变迁的多源流耦合,主要分析推动政策变迁的三个要素的作用及其促进过程。最后一章为结论和展望,归纳的研究发现作出简要归纳,并对研究尚存不足的方面进行陈述,以期在今后的研究中有针对性的补充及完善。
在实证研究的基础上,本文系统地检测了多源流理论的适用性,发现多源流理论在武汉企业养老保险的政策过程具有较高的应用价值。本文对现有政策做了一些补充性建议,其中最主要的是三个源流之间并非绝对相互独立运作和发展,也并非如政策过程的阶段论所言,先有问题的出现,再由决策者针对问题拟定解决方案。本文认为在具有中国特色的政治体制下政治源流对推动一项政策的发展具有相对关键性的作用,各行动者对问题的界定、政策共同体成员草拟政策方案和政策企业家推动方案都有决定性的影响。此外,本文通过对中央及地方政府的策略互动的分析,建立了我国城镇企业养老保险政策议程设置模型。本文仅选取了武汉市进行实质分析,其他地区和城市的情况尚未涉及,具有一定的特殊性和个别性,不具有普适效果。总之,本文可改进的空间还很充分。
With the worldwide industrialization advancement speeding up, the income security has become a global problem, by the government support the establishment of social old-age security system played more and more important function. In this paper, the author will much origin model of the three origin-problem streams, policy and political streams-in streams old-age insurance policy gives more actual meaning in for:the population pressure streams, financial pressures streams and public pressure stream.
With reference to the international advanced experience, establish the old-age security system in Wuhan, the specific conditions of late, insurance development time also is not long, accumulated experience much, healthy development of Wuhan endowment insurance advantage backwardness path. Endowment insurance and social insurance system between present a kind of mutual interaction and mutual promoting relation, and along with the social and political, economic status changes show different combination. Based on the reform of social security in China under the background of the general development trend of Wuhan city to reflect the multi-level social security and the market mechanism, strengthen macro-control, encourage and support the commercial insurance company business, ultimately the government into competition of the social security system regulate collector and supervisors.
