高速公路改扩建工程精细化管理关键问题研究

摘要
目前我国早期修建的许多高速公路出现了通行能力差、服务水平低等现象,已经不能满足社会和经济发展的需要,高速公路的改扩建已迫在眉睫。改扩建工程基础工程复杂,技术难题多,工程管理难度大。如何对高速公路改扩建工程进行有效管理已成为当前应该考虑的重大问题。而精细化管理要求在管理中把每个环节和每道工序做精、做细、做到位,可有效提高建设管理的精细化程度和管理水平,高速公路建设管理已逐渐采用,但由于改扩建工程的复杂性,导致精细化管理仅仅浮于表面,并未达到其真正意义上的管理。因此为提高高速公路改扩建工程管理水平,将精细化管理应用到该工程建设的各个环节,本项目将针对高速公路改扩建工程建设管理存在的关键问题,对改扩建工程精细化管理进行全面系统研究,为未来需要改扩建的高速公路项目管理提供参考。
     本文以津滨高速公路改扩建工程为依托,主要研究内容有:(1)针对津滨高速公路改扩建工程的可行性,系统对比分析了高速公路改扩建方案及其实现形式,综合考虑高速公路改扩建工程中各项技术经济指标,提出了高速公路改扩建方案的评价指标体系,建立了基于模糊重构优化DEA的高速公路改扩建方案评价体系,对津滨高速改扩建工程方案做出系统评价。(2)全面系统分析了高速公路改扩建工期的特点,提出了高速公路改扩建工期的关键影响因素及控制措施,建立基于博弈理论的工期与质量协调控制方法、基于模糊DEA的高速公路改扩建施工工期优化系统、基于关键链的高速公路改扩建工程工期精细化控制决策系统,为高速公路建设工期的有效控制奠定基础。(3)深入调查分析了国内10余条典型高速公路改扩建工程施工交通安全方案,全面系统的从交通安全、作业区安全、重点工程安全和恶劣天气等四个方面深入分析了津滨高速公路改扩建工程存在的安全隐患,并提出了相应的预控措施。(4)采用有限元数值模型,深入研究了荷载作用位置、路基临空面高度、路基土质、超载等因素对开挖临空面路基应力工作状态及稳定性的影响,首次确定了改扩建施工时路基开挖临空面安全控制分级标准。(5)针对高速公路改扩建工程质量控制的难点和要点,为保障津滨高速施工质量,确定了津滨高速公路拓宽路基差异沉降控制标准及分级标准与分级处治措施,并提出了津滨高速路面及桥梁与立交改扩建的施工质量控制标准。(6)针对高速公路改扩建工程的精细化管理缺乏相应的评价系统,首次建立了高速公路改扩建工程精细化管理效果评价指标体系,提出了基于Spearman等级相关系数组合赋权与区间逼近方法的改扩建工程精细化管理评价系统。
Recently, poor traffic capacity and low-level service have developed in many domestic highways which were constructed in early days; it has been unable to cope with social and economic development. So highway extension is an imperative task. There is complicated foundation work, more techniques problems and difficult engineering management in Extension engineering. How to deal with highway extension engineering has become an important issue for construction unit. And meticulous management requires that every process is done more sophisticatedly and more meticulously; it can effectively improve the degree of meticulous management and level of management and it is gradually used for highway construction Management. But meticulous Management is superficial and doesn't reach the real meaning of management because of the complexity of extension engineering. To improve the management level of highway Extension engineering and apply meticulous Management to all aspects of this engineering construction, extension engineering meticulous management is analyzed in this paper comprehensively and systematically for existing key problems of construction management on highway Extension engineering. This is a valuable reference for highway Extension project management in the future.
     This text relies on "Jinbin highway extension engineering", the main research contents include:
     (1)Aiming at the feasibility of Jinbin highway extension engineering, the highway expansion project and realization form are analyzed in this paper comprehensively and thoroughly. Taking the main technological and economic indicators of highway Extension engineering into consideration, Evaluation index system of highway expansion project are proposed in this paper, then the Evaluation index system of highway expansion project based on fuzzy reconfiguration Optimization DEA are established. And Jinbin highway extension engineering project are systematically evaluated.
     (2)The feature of Construction period on highway expansion is analyzed comprehensively and systematically. Key influence factors and control measure of Construction period on highway expansion are proposed.The Coordinated control method of the Construction period and quality based on Grey theory, optimization system of Construction period based on fuzzy reconfiguration Optimization DEA and Seamless control decision system of Construction period on highway extension engineering based on Key Chain are established. And these provide the foundation for effectively controlling highway construction period.
     (3)The traffic and safety scheme of more than ten typical highways extension engineering Construction are analyses in depth in this article. From the traffic safety, safe operation area, major project safety and severe weather, the potential safety hazard existing in Jinbin highway extension engineering is analyzed in detail, and then corresponding pre-control measures are put forward.
     (4)Based on the finite element numerical model, the factors which influenced stress state and stability of excavating air face subgrade is studied, these include load position subgrade free surface height、subgrade soil and overload,etc. Safety control grading Standard of excavating air face on extension engineering is determined for the first time.
     (5)Aiming at the difficult problems and important points in highway extension quality control, control standards and grading standards of subgrade differential settlement and gradational treatment measure are determined for ensuring construction quality in Jinbin highway extension engineering; construction quality control standards about pavement and Bridge Extension engineering in Jinbin is also put forward in this paper.
     (6) In view of being short of corresponding evaluation system in meticulous Management of highway extension engineering, meticulous management effect evaluation index system are established for the first time, and meticulous management evaluation system on extension engineering are also proposed in this paper based on Spearman rank correlation combination weighting and interval approximation method.
