火电厂烟气脱硫工程项目后评价

摘要
在烟气脱硫项目建成投产后,进行完整的项目后评价工作,有助于查明该项目的最终经济效益和社会效益,验证项目开工前可行性研究报告的可靠性,为今后烟气脱硫的立项、建设及运行提供科学依据。
     在介绍建设项目后评价理论的基础上,构建了火电厂烟气脱硫项目后评价指标体系。运用主成分分析法对指标进行筛选,将多指标转化为少数几个指标进行项目后评价,避免了信息的重叠,使综合指标不仅保留了原始变量的主要信息,彼此之间又不相关。最后采用模糊评价法对机组烟气脱硫项目后评价的相关数据进行综合评价,并针对其中的问题,提出了相关建议。
After the completion of the flue gas desulphurization project,the integrated post-project evaluation helps to identify the ultimate economic and social benefits, to verify the reliability of the project pre-construction feasibility study report, and to offer a scientific basis for the establish, construction and operation of the future projects.
     Based on the post-project evaluation theory, this paper establishes the post-project evaluation index system. Then the principal components analysis(PCA)is used to filtrate the indexes in order to avoid the overlap among the information. Many indexes are turned to a few comprehensive indexes which influence the project implementation effect. The comprehensive indexes are irrelevant with each other but hold the main information of the original variable. The fuzzy comprehensive evaluation is used to do synthesis evaluation finally. This paper provides some advices according to the problems.
