环境规制对我国建筑业经济增长的影响研究

摘要
建筑业是国民经济基础产业之一,是其他相关产业赖以生存和发展的基础。建筑业的经济增长对国民经济持续稳定发展起着重要的作用。作为高污染、高消耗的产业,建筑业的快速发展不可避免地造成了各种环境污染。随着国家环境保护政策的逐步完善,环境规制强度对建筑业经济增长势必带来影响。为了深入研究环境规制对建筑业经济增长的影响,实现环境保护与建筑业经济增长“双赢”的目标。本文基于环境规制理论、经济增长理论、外部性理论和可持续发展理论,从环境规制对建筑业经济增长影响的传导机制着手研究环境规制与建筑业经济增长之间的动态关系,并对在环境规制下建筑业经济增长效率进行评价,最后提出在环境规制下提高建筑业经济增长效率的对策。本文主要从以下几个方面研究环境规制对建筑业经济增长的影响。
     通过深入剖析环境规制对建筑业产生影响的作用机制来寻求环境规制与建筑业经济增长之间的有效联结,确定实现经济与环境目标相协调的环境规制微观传导机制。通过构建环境规制对建筑业增长绩效、技术进步、能源消耗强度的动态影响模型,分析评价变量之间的动态影响关系,并分别对全国、高规制区域和低规制区域进行实证研究。研究结果表明我国建筑业的增长绩效与环境规制强度呈倒“U”型;大部分地区的环境规制强度处于拐点的左侧,说明我国现有的环境规制强度能够促进建筑业增长绩效;环境规制强度对建筑业技术进步的影响是显著的,节能减排政策能够促进建筑业技术进步水平的提高;环境规制强度对建筑业能源消耗强度的影响是显著的,在不同规制强度区域影响的效应有所不同。
     深入研究环境规制与建筑业经济增长之间的动态关系。在环境规制对建筑业经济增长影响的经济分析基础上,利用面板单位根检验、面板协整检验和面板误差修正模型分析全国范围、高规制区域、低规制区域内环境规制对建筑业经济增长的长短期影响,最后利用面板方差分解、面板VAR、面板脉冲研究环境规制与建筑业经济增长的相关性变动状况以及在不同区域环境规制对建筑业经济增长的动态冲击和影响。在对环境规制与建筑业经济增长的长短期关系检验时发现环境规制强度与建筑业经济增长存在长期的协整关系。环境规制强度对建筑业经济增长和环境规制强度自身的变化具有重要贡献,建筑业经济增长对环境规制强度变化的贡献度比较小。在高规制区域,环境规制的变化对建筑业经济增长的影响要大于低规制区域;而建筑业的经济增长对环境规制强度的影响不显著。
     在建筑业经济增长效率理论分析的基础上,采用DEA和Malmquist生产效率指数的方法对环境规制下建筑业的综合技术效率和经济增长效率进行评价。从是否考虑环境治理成本、环境规制强度、经济发达程度三个维度,分别进行实证研究,深入剖析环境规制下建筑业经济增长效率的内在发展规律。研究表明高规制区域的建筑业综合技术效率水平整体低于低规制区域;经济发达地区的建筑业综合技术效率水平高于经济不发达地区,西部地区建筑业的综合技术效率值最低。另外,研究发现添加环境治理成本投入后,一些省份的建筑业综合技术效率没有发生变化,尤其是高规制区域建筑业的综合技术效率。高规制区域的建筑业经济增长效率低于低规制区域。东部地区建筑业经济增长率最低,其次是中部,西部最高。文章最后基于实证检验的结果,从宏观和微观两方面提出在环境规制下提高建筑业经济增长效率的对策建议。
     本文突破了传统研究视角,在环境规制对建筑业经济增长影响的传导机制理论分析基础上,构建了相应的动态评价模型,利用高级计量经济学的方法揭示了环境规制与建筑业经济增长的动态关系以及动态变化过程,在理论上丰富了环境规制效应的内涵。采用DEA和Malmquist生产效率指数的方法对环境规制下建筑业的综合技术效率和经济增长效率进行评价,为政府和建筑企业进行决策提供一定的参考与借鉴,具有重要的理论与现实意义。
Construction industry is one of the basic industries of national economy. It isthe foundation of other related industry development, and the construction industrygrowth plays an important role of preserving the sustainable and stable developmentof national economy. However, the construction industry is also a high pollutionindustry and high consumption industry. With the rapid development of constructionindustry, all kinds of environmental pollution have inevitably been produced. Alongwith the national environmental protection policy has been improved gradually, theenvironmental regulation intension will bring corresponding influence onconstruction industry growth. In order to realize the “win-win” goal ofenvironmental protection and construction industry growth, this paper deeplyresearches on the effect of environmental regulation on construction industrygrowth based on the environmental regulation theory and economic growth theory.Firstly it analyzes the conduction mechanisms of environmental regulation on theconstruction industry growth. Based on this, it researches the dynamic relationshipbetween environmental regulation and construction industry growth. Then itevaluates the economic growth efficiency of construction industry considering theenvironmental regulation. Finally it proposes the countermeasures of improving theeconomic growth efficiency of construction industry under environmentalregulation. This article mainly studies the effect of environmental regulation onconstruction industry growth from the following several aspects.
     This paper constructs the effective connection between environmentalregulation and construction industry growth by analyzing the influencingmechanism of environmental regulation on construction industry growth. It makessure the microscopic transmission mechanism of environmental regulation to realizeeconomic and environmental targets. It constructs the dynamic effect model ofenvironmental regulation through three angles of construction industry growthperformance, technical progress, and the energy consumption intension andanalyzes the dynamic influence relationships between variables. This paper takesthe empirical research from the whole country, high regulation area and lowregulation area, respectively. The results show that it is inverted “U” betweenconstruction industry growth performance and environmental regulation intension.The existing environmental regulation intension could promote constructionindustry growth performance since most of the areas' environmental regulationintension is in the left side of the inflection point. It is significant that the effect ofenvironmental regulation intension on the technical progress of construction industry. The policy of energy and emission reduction can promote the technicalprogress of construction industry. The effect of environmental regulation intensionon construction energy consumption intension is significant and the effect ofenvironmental regulation is discrepant in different regulation area.
     This paper has a deep study on dynamic relationship between theenvironmental regulation and construction industry growth based on the aboveresearch. According to the economic analysis on the effect of environmentalregulation on construction industry growth, this paper takes panel unit root test,panel cointegration test and panel error correction model to analyze the long-termand short-term effects of environmental regulation on construction industry growththrough the whole country, high regulation area, and low regulation area,respectively. It analyzes the correlation between environmental regulation andconstruction industry growth and the dynamic changes by using the methods ofpanel variance decomposition, panel VAR, panel pulse under differentenvironmental regulation. These results show that there is a long-term cointegrationrelationship between environmental regulation and construction industry growth;the environmental regulation intension has an important contribution for theconstruction industry growth and environmental regulation intension own change;construction industry growth has relatively small contribution for environmentalregulation intension change; the environmental regulation intension change has abigger influence on construction industry growth in the high environmentalregulation area than that in low environmental regulation area; the effect ofconstruction industry growth on environmental regulation intension is notsignificant.
     Based on theory analysis of the economic growth efficiency of constructionindustry, this paper makes the comprehensive technical efficiency evaluation andconstruction industry growth efficiency evaluation by using DEA method andMalmquist production efficiency index method. The empirical researches take intoaccount three dimensions of considering environmental governance cost,environmental regulation intension, and economic development level, respectively.This paper explores the inherent law of construction industry growth efficiencyunder environmental regulation. The research results show that the comprehensivetechnical efficiency level of construction industry in high environmental regulationarea is lower than that in low environmental regulation area; the comprehensivetechnical efficiency level of construction industry in economic developed area ishigher than that in economic underdeveloped area; the comprehensive technicalefficiency of construction industry in the western areas is the minimum. Moreover,the study finds that the construction comprehensive technical efficiency does notchange in some provinces after adding environmental governance investment, especially in high environmental regulation area. The construction industry growthefficiency in high regulation area is lower than that in low regulation area. Theeconomic growth efficiency of construction industry in the eastern area is the lowestand that in the western area is the highest. Based on the above empirical tests, thispaper puts forward the countermeasures and suggestions from the macro and microaspects to improve the construction industry growth efficiency under environmentalregulation.
     This research breakthroughs the traditional research angle of view, andconstructs the corresponding dynamic assessment model based on the theoryanalysis of the influencing mechanism of environmental regulation on theconstruction industry growth. It enriches the connotation of environmentalregulation effect through revealing the dynamic relationship and the dynamicchange between the environmental regulation and construction industry growth byusing advanced econometric methods. It takes the comprehensive technicalefficiency evaluation and economic growth efficiency evaluation on constructionindustry under the condition of environmental regulation by using DEA andMalmquist productivity index method. It has theoretical and practical significancefor the government decision makers and construction enterprise to make a strategicdecision.
