高新技术产业技术创新扩散溢出效应测度与效果评价

摘要
技术创新的外部性是技术创新扩散产生溢出效应的根本原因。在经济发展过程中,技术创新扩散的溢出效应与技术进步、产业融合、产业结构调整、经济增长方式转变紧密相关。利用好高新技术产业技术创新扩散的溢出效应,可以进一步增强高新技术产业对经济系统的影响力,避免重复研发,快速提高生产效率,为我国实现跨越式发展赢得时间。探索高新技术产业增强技术创新扩散溢出效应、改善溢出效果的思路、方法和途径是本文研究的主要目的,具有重要的理论意义和现实意义。
     本文在梳理相关研究成果的基础上,结合溢出的决定因素,从技术创新、产业发展、溢出环境三方面分析了我国高新技术产业技术创新扩散的溢出现状,阐述了待研究和解决问题。以现状分析为基础,通过定性定量相结合的方法对高新技术产业技术创新扩散引发的溢出效应进行了深入分析:以1990-2007年间的投入产出表相关数据为依据,运用溢出效应测度模型,计算了高新技术产业内各子产业之间及高新技术产业与其他产业间的溢出效应系数和溢出感应系数;以溢出效应测度结果为基础,以溢出效应对经济系统的作用机理为主线,科学分析了高新技术产业技术创新扩散溢出效果;以溢出效果分析为依据,构建了溢出效果评价体系,搜集了相关数据,并运用主成分分析法评价了历年高新技术产业技术创新扩散溢出效果。
     本文关于溢出效应测度的研究,为审视产业间关联关系提供了新思路,取得了显著成果。研究结果表明,信息产业溢出效应强度最大,是溢出的源头性产业;化学工业、通用、专用设备制造业、交通运输设备制造业的溢出感应和溢出效应强度均比较突出,是高新技术产业技术创新扩散溢出中的渠道性产业;仪器仪表及其他计量器具制造业、电气机械及器材制造业对来自高新技术产业的溢出感应强度比较明显,产品应用领域广泛,是溢出的载体性产业。本文对溢出效果的分析,为科学分析溢出效果提供了新视角。研究发现,溢出在诱发产业融合、促进产业结构调整、加快经济增长方式转变中的作用效果显著。本文对溢出效果评价的研究,构建了科学评价溢出效果的新体系,运用主成分分析法评价了历年溢出效果。结果显示,从短期看,影响因素比较复杂,溢出效果起伏明显;从长期看,溢出效果具有明显的时间积累效应。
     在综合分析溢出现状中存在的问题及研究成果的基础上,本文从溢出方、接收方、溢出通道建设三方面提出了相应的政策建议,总结了论文的创新之处与存在的不足,并对高新技术产业技术创新扩散溢出理论的发展方向及未来研究领域进行了展望。
Abstract:Technology innovation externality is the root cause that leads to spillover effect of technology innovation diffusion. Technology innovation diffusion spillover effect is closely related to technology progress, industry convergence, industrial structure adjustment and economic growth mode transformation in the process of economic development. Making good use of spillover effects of high-tech industry technology innovation diffusion can further enhance the high-tech industry influence on economic system, avoid duplicate research and development, increase production efficiency rapidly and gain time to realize span type development in our country. Exploration of the train of thought, method and way to enhance and improve spillover effects of high-tech industry technology innovation diffusion is the main purpose of this thesis, with important theory significance and practical significance.
     This thesis analyzed the status quo of spillover effects of high-tech industry technology innovation diffusion from the respects of technology innovation, industry development, spillover effect environment and elaborated the problems that needed to be researched and solved, with combination of spillover effect determinant on the basis of reviewing the relative research results before. On the basis of status quo analysis, this thesis made thorough analysis of spillover caused by high-tech industry technology innovation diffusion with combination method of qualitative and quantitative:the study calculated the spillover effect coefficient and spillover induction coefficient inner high-tech industry and the coefficient between high-tech industry and other industries, using spillover effect measurement model on the basis of input-output table during1990-2007; the study was based on the result of spillover effect measurement and took spillover effect action mechanism in economic system as the main line,; according to spillover effect analysis, the study built a scientific evaluation system, collected related data and assessed spillover effect of high-tech industry technology innovation diffusion in the passed years by principal component analysis method.
     In this thesis, the study on the spillover effect measurement achieved remarkable results and provided new train of thought to examine the correlation between the industries. The results show that information industry is the industry of the source of spillover effect with maximum spillover effect strength; chemical industry, general, special equipment manufacturing, transportation equipment manufacturing industry are the industries of the channel of spillover effect with prominent spillover effect and spillover induction strength; instrumentation and other measurement equipment manufacturing industry, electrical machinery and equipment manufacturing industry are the industries of the carrier of spillover effect with prominent induction strength in spillover effect from high-tech industries and wide product applications range. In this thesis, the study on the spillover effect in economic system provided a new scientific perspective for the analysis on spillover effect in economic system. The anlysis result show that spillover has significant effect in evoking industrial integration, promoting industrial structure adjustment, accelerating economic growth mode transformation. In this thesis, the study on the spillover effect assessment built a new scientific evaluation system, collected related data and assessed spillover effect of high-tech industry technology innovation diffusion in the passed years by principal component analysis method. According to the anlysis results, spillover effect has obvious ups and downs in short terms as a result of complex influence factors and has obvious time accumulation effect in long terms.
     Acorrding to the comprehensive analysis on the problems existing in spoillover status quo and resesrch results, this thesis proposed corresponding policies and suggestions from the three propects of spoilover source, receiving party and spillover chennal constraction, summarized the research achievement and deficiency and prospected the developt direction and future research fields of the high-tech industry technology innovation diffusion spillover theory researched in this thesis.
