依托高新技术园区提升哈尔滨市经济竞争优势问题研究
摘要
本世纪在科技产业化方面最重要的创举是兴办高新技术园区，这种产业发展与科技活动的结合解决了科技与经济脱离的难题，使人类的发现或发明能够畅通的转移到产业领域，实现其经济与社会效益。
本文以高新技术园区、竞争优势和集群等基本理论为指导，分析了哈尔滨市竞争力及高新技术园区的现状，重点论述了哈尔滨市农业科技园区的发展情况以及今后发展方向。通过采用企业战略管理常用的SWOT分析方法进行分析，指出哈尔滨市高新技术园区的发展战略。在借鉴国内外成功高新技术园区发展经验的基础上，提出了发展哈尔滨市高新技术园区、提升哈尔滨市经济竞争优势的相应对策，主要包括：合理规划哈尔滨市高新技术园区；建立哈尔滨市高新技术园区的创新体系；吸引创新型人才，搞好研究与开发；办好风险投资，吸引更多的资金投向高新技术园区；继续发展农业科技园区；发展民营科技园和大学科技园等。
The most important invention is to set up the new and high technology zone in industrialization of science and technology in this century. The combination of industrial development and technological activities has solved the difficult problem that science and technology break away from economy. It makes human's discovery or invention transferred to industry field unblocked，realizes its economic and social benefit.
This paper makes basic theories that new and high technology zone、competition advantage and cluster as guide, has analyzed the competitiveness of Harbin and current situation of the new and high technology zone, has described the development of the agricultural new and hi-tech zone of Harbin and developing direction in the future especially. Through adopting SWOT analytical method which is commonly used in enterprise's strategic management to analyze, points out the development strategy of new and high technology zone of Harbin. In use for reference successful experiences of domestic and international new and high technology zone, has proposed developing new and high technology zone and corresponding countermeasures, includes mainly: Plan new and high technology zone of Harbin rationally; Set up the innovative system of new and high technology zone of Harbin; Attract innovative talents, do the research and development well; Do risk investment well, attract more fund to be invested in the new and high technology zone; Develop the agricultural new and hi-tech zone Continually; Develop the private new and hi-tech zone and university new and hi-tech zone, etc.
