西藏贡嘎县农业推广体系创新研究

摘要
农业技术推广体系是衡量和推动农业经济发展的目标。针对我县农业技术推广体制存在的问题,必须加强和协调行政部门对农技推广的支持,深化农业技术推广体制机制的改革和创新,逐步形成以社会化的农业技术服务一体化,以便更好的适应新时期农业经济发展的需要。西藏山南地区贡嘎县是重要的农业生产县之一,农业在国民经济和社会发展中具有十分重要的地位和作用。为迅速发展西藏山南地区贡嘎县农业生产综合能力,加快农民收入增长,必须加强农业推广。论文共分四章:
     导论。西藏山南地区贡嘎县农业的基本特征:①积极调整结构,开发特色产业;②全面启动农牧民专业合作经济组织建设;③依托科技项目,提高科技贡献率;④加强科技培训和科普宣传,提高农牧民素质。
     第一章农业推广体系理论基础
     第二章西藏贡嘎县农业推广现状。①农业推广体系建设不完善,难以形成合力;②服务手段落后,服务与需求脱节;③农技推广工作经费严重不足;④农业推广队伍建设滞后;⑤非政府推广组织不健全;⑥特殊的地理环境和人文因素,农枝推广步履艰难。⑦以“人”为本的农业推广理念;⑧高素质的农业推广人员;⑨推广经费的保障;⑩重视农业教育和农民技术培训。
     第三章西藏贡嘎县农业推广体系设计
     第四章西藏贡嘎县农业推广体系建议:①创新农业推广理念,改进工作方法;②科研、教育、推广三者有机结合,形成农业推广新合力;③完善农业推广的政策和法律,建立多元投资体系;④加强农业推广队伍建设;⑤重视农牧民需要,强化农业教育和农牧民培训;⑥培育农牧民专业合作经济组织;⑦建立健全信息网络服务体系。
Agricultural technology extension is to promote the important pillar of agricultural economy development. According to our current agricultural technology extension system problems, must strengthen the government to support agro-technique extension deepening agricultural technological promoting mechanism reform, innovation, forming agro-technical popularization of agricultural socialization organization technology service system to adapt to the needs of the development of agricultural economy. Tibet is important to GongGaXian shannan one of agricultural production, agriculture in the national county economic and social development in a very important position and role. For rapid development of agricultural production GongGaXian Tibetan shannan comprehensive ability, accelerate the farmers' income growth, we must strengthen the agricultural promotion. The third plenary session on the perfect by socialist market economy system of "point out to" deepen resolution agricultural technology extension system and SMC reform, forming social forces and the broad participation of agricultural socialization service system ". Agriculture in our country has entered the new stage of development, the progress of science and technology more and more important. And agro-technical popularization service is the important pillar of agricultural science and technology progress, is to realize the agricultural industrialization, industrialization and modernization of the basic guarantee. In view of the existing agricultural technology extension system problems, must strengthen the government to support agro-technique extension deepening agricultural technological promoting mechanism reform, innovation, forming agro-technical popularization of agricultural socialization organization technology service system to adapt to the needs of the development of agricultural economy. Paper is divided into four chapters:
     Introduction. Tibet GongGaXian shannan: (1) the basic characteristics of agricultural structure, development characteristics actively adjust the industrial; (2) full swing agriculture herdsman professional cooperation economic organization construction; (3) rely on echnology projects to improve technology contribution rate; (4) strengthen technical training and scientific propaganda, improving agriculture herdsman quality.
     The first chapter agricultural popularization system theory basis
     The second chapter of popularizing agricultural GongGaXian status quo. Tibet (1) the construction of agricultural popularization system is not perfect, difficult to form a hesive force; (2) service, service and demand backward disjointed; (3) agro-technique extension ork funds serious shortage; (4) agricultural promotion team construction lagging; (5) promotion organization is not perfect; (6) special geographical environment and humanistic factors, romania-but farmers branch promotion. (7) the agricultural popularization ideas; (8) the high-quality agricultural popularization personnel; (9) the safeguard; promote funds (10) agricultural education and farmers attention technical training.
     The third chapter GongGaXian agricultural popularization system design in Tibet
     The fourth chapter GongGaXian agricultural popularization system Tibet suggestion: (1) the innovation of popularizing agricultural idea, the improvement work methods; (2) the education, the promotion of scientific research, organic combination of the three agricultural popularization, forming new force; (3) improve agricultural promotion policies and laws, establishes investment system; (4) strengthen agricultural promotion team construction; (5) strengthening agriculture farmers need attention education and agriculture herdsman training; (6) cultivation agriculture herdsman professional organization for economic cooperation; (7) establish and perfect information network service system.
