我国电力节能服务体系研究

摘要
随着世界经济的发展,能源利用问题越来越受到人们的关注,低碳节能是全球化的一种共性认识。与欧美发展成熟、完善的节能服务相比,我国节能服务产业发展处于初期阶段,产业规模及现有服务水平不足以满足市场需求,产业体系构建也尚不完善。近年来,我国政府积极引导发展节能服务产业,国务院在“十二五”规划中重点提出四项与节能服务相关的节能减排工程,国家发改委等政府部门联合颁布相关促进其增长的节能政策体系。根据节能协会估算,节能服务产业在未来10年内增速在30%-40%,未来行业市场容量高达4000亿元,发展潜力巨大。目前,电力节能服务产业正是响应国家政策的号召下而兴起的新兴节能服务,产业内的节能服务体系发展较为初级,在政策落实、法律规范、投融资支持等方面还存在问题,需进行进一步探索。本文对电力节能服务体系的研究丰富了电力节能服务发展的相关理论,构建了电力节能服务体系进化博弈模型,明确了电力节能服务体系的构成要素,并分析电力节能服务体系参与主体的行为特征,以及它们之间的相互关系,在此基础上总结出节能服务体系的基本运营模式和机制,并结合实际,构建出科学性的绩效评价指标体系进行实证研究。在实践中,对突破电力节能服务产业的现有发展困境,促进电力节能服务产业发展,实现社会节能的巨大效益具有重要意义。
     本文的前两章提出论文研究的目的、意义、内容和方法,梳理了现有学者对电力节能服务体系研究的相关现状,界定节能服务、电力节能服务的概念内涵,结合交易成本理论、进化博弈论、服务管理理论,探讨电力节能服务的理论基础。第三章主要回顾总结国内外电力节能服务体系的发展情况,对比分析发达国家如美国、日本、德国在发展节能服务方面的经验特征,为我国电力节能服务体系的发展提出借鉴。
     第四章、第五章在分析理论和实际的基础上,揭示电力节能服务体系的构成要素,构成要素和主体的相互关系,提出电力节能服务体系主体进化博弈模型。在此基础上,揭示电力节能服务的运作模式和机制。
     第六章是构建电力节能服务体系绩效评价模型。结合实际,构建电力节能服务体系评价指标体系,运用层次分析法与模糊综合评判法对电力节能服务体系进行绩效评价。
     第七章以辽宁省电力节能服务体系研究为具体研究案例,采用层次分析法和模糊综合评价法,探讨了辽宁省电力节能服务体系发展现状,对辽宁省电力节能服务体系的运营绩效情况进行了评价。
     第八章主要从政府引导、电力节能服务企业服务提升、金融机构参与支持、高校及科研单位服务创新支持提出策略建议,促进完善电力节能服务体系建设。
With the great development of global economy, energy utilization problems were widely concerned and low carbon energy conservation also became a common idea all over the world. However, compare with advanced energy conservation service industry from United States and Europe which had mature and consummate stages, Chinese power energy conservation service industry is just at its first step, the industrial scale and level of service are not enough to meet the demand scales, and the development of industrial system is not yet perfect. In recent years, the national government issued relevant policy system to promote the energy conservation service industry development. In the twelfth five year plan, the national council focuses on programming top ten energy conservation and emissions reduction engineering projects which contain4projects relate with energy conservation services. According to the estimation from the Energy Conservation Service Industry Committee of Energy Conservation Association, it can be learned that there is a huge potential development of the energy conservation industry which developing speed rate is30%to40%in the future10years, and the capacity of industrial marketing will rise to400billion Yuan.
     At present, power energy conservation industry as the rising industry which was in response to the call of the national policy, it lacks a whole consummated service system, which mainly lacks the great policy support, law system, investment and financing supports. This dissertation can add related theory of the electric energy conservation service system. Construct the model of evolutionary game according to our country electric power energy conservation service system. Define power energy conservation service system elements and analyze the subjects of behavior characteristics and relationship of power energy conservation service system. And at these bases this dissertation concludes the basic operational modes and mechanisms of energy conservation service system. Also build the Performance evaluation index system to study empirical research according with the actual situation. It has really important significant for overcoming existing development difficulties, promoting electricity energy conservation services industry and gaining the tremendous benefits of social energy conservation.
     The Chapter I and II of the thesis put forward the research background, purpose, significance, content and methods, settle the current scholars on power energy conservation service system in the relevant research, then define the concepts of energy conservation and power energy conservation. Proclaim theoretical basis of the power energy conservation service according with the transaction cost theory, evolutionary game theory and service management theory.
     The Chapter III reviews and concludes the power energy conservation service system developments of Chinese and aboard, conclude advanced countries experience such as the United stated, Japan and German, which have abundant successful experience for our country as the great cases of energy conservation. And also get some references through comparing the differences
     The Chapter IV and Chapter V, on the basis of analysis about theory and actual situation, this dissertation explores the elements and subjects, and also discusses their relationship and use evolutionary game model for the system. Then it reveals the operating modes and mechanisms of power energy conservation services.
     The Chapter VI build the performance evaluation model of power energy conservation service system, which contains the evaluation index system according with the AHP method and Fuzzy Comprehensive method. That could evaluate the performance of power energy conservation service system, and make quantitative analysis for the function of the system.
     The Chapter Ⅶ-the Case Studies of Liaoning province power saving service system. Applying with the AHP method and Fuzzy Comprehensive method, explore the power energy conservation service system development status of Liaoning province, and evaluate the overall performance of the system.
     The Chapter VIII gives several measures to promote the development of power energy conservation service system. All of these measures are proposed from following aspects-government guidance, enterprise services promotion, financial institutions participation and universities and research institutes service innovation.
