军队后勤保障社会化改革的经济学分析

摘要
本文从宏观和微观两个层次对军队后勤保障社会化改革进行经济学分析,寻找出当前改革难以推进的原因,为改革的顺利推行提供必要的理论依据。全文除前言外,共分为四部分:
     第一部分:军队后勤保障社会化概念及模型的构建。在比较分析学术界三种主要观点的基础上,对军队后勤保障社会化概念进行界定,并进一步给予经济学解释。然后,在各种假设前提下,构建了军队后勤保障社会化成本收益模型。
     第二部分:军队后勤保障社会化宏观及微观成本收益分析。在宏观上,分析了军队后勤保障社会化的变革成本和收益;在微观上,分析了军队后勤保障社会化的保障成本、变革成本和收益。
     第三部分:军队后勤保障社会化改革的难点及对策。认为职工问题是后勤保障社会化改革的难点。主要分析了现行职工分流安置办法的缺陷、阻碍职工分流安置的原因,提出了搞好职工分流安置的对策。
     第四部分:对推进军队后勤保障社会化改革的思考。依据前面得出的结论,结合当前的改革实际,分别就如何提高后勤保障社会化平战转换效率、如何解决军队后勤保障社会化启动资金不足、如何建立新型经费标准制度、如何实现军人福利保障货币化、如何加强军队后勤保障社会化管理等问题提出了对策建议。
     本文以马克思主义的立场、观点为指导,坚持辩证唯物主义和历史唯物主义的科学方法论,遵循理论联系实际的原则,主要运用数学分析、几何分析、实证分析、规范分析等方法进行研究。
     本文的创新在于:以制度变革的成本收益为主线,从宏观和微观上对改革分别进行分析。之后,就如何降低成本提高收益,提出对策。特别是对制约改革向纵深发展的难点,职工分流安置问题提出了自己的见解。
This dissertation attempts to analyze economically from both macro- and micro-levels the socialization of the army's logistic support and find out the factors hindering the advancement of reforms in this aspect. This author hopes that this analysis will provide the necessary theoretical basis for the smooth advancement of current reforms. The dissertation is divided into four parts, not including the foreword.
    Part One: The concept of socialization of military logistic support and establishment of relevant models. Upon analysis of the three main approaches dominating academic research, this part tries to define the concept of socialization of military logistic support and give it an economic explanation. Then, a cost-benefit model is established.
    Part Two: Cost-benefit analysis at both macro- and micro-levels. At the macro-level, this part analyzes the reform cost in comes of socialization reform of military logistic support. At the micro-level, support cost, reform cost in comes are analyzed.
    Part Three: The difficulties encountered in the socialization reforms of military logistic support and relevant solutions. The author thinks the settlement of workers is the most difficult issue encountered in the reforms. The focus of analysis is given to the inadequacy of current settlement mechanism and factors hindering worker settlement. Toward the end of this part, suggestions on better worker settlement are put forward.
    Part Four: How to push forward the socialization reform of military logistic support. Based on conclusions arrived at in previous chapters, this part provides suggestions on improving peacetime and wartime transition mechanism of socialization of military logistic support, securing enough launching fund for the reforms, establishment of new fund standard regulations, realization of servicemen's welfare support in form of cash and enhancing management of the reforms.
    This dissertation is written under the guidance of Marxist standpoint and it
    
    
    adheres to the scientific methodology of dialectic materialism and historic materialism and the principle of combining theory with practice. The chief methods used are analysis via mathematical means, geometric analysis, case study and norm study.
    This dissertation is innovative for its analysis of the cost and income of the logistics socialization reform by focusing on the cost in comes of system reforms, after which suggestions are made on how to reduce cost and increase benefit, how to remove the obstacles hindering the deepening of reforms and solve the problem of the settlement of workers.
