廉租房PFI建设模式应用研究

摘要
廉租房是我国政府以相对低廉的租金向符合城市最低收入标准的住房困难家庭提供的,以满足居住需求为目的的普通住房,是我国政府在住房领域实施社会保障职能的核心主体。国务院[1998]23号文件提出建立廉租房制度以来,由于仅靠政府出资供应存在的融资不畅、建设效率低下等原因导致了廉租房建设进程迟缓,供需矛盾日益突出。
     PFI(Private Finance Initiative)即私人主动融资是一种利用私人机构资金从事需要政府财政完成的公共项目开发、建设、运营的融资建设模式。其他国家和地区将其引入公共项目的融资建设,不仅降低了成本、还提高了建设效率和服务水平,取得良好的成效。
     本文在研究国外PFI理论和实践成果的基础上,分析了当前我国廉租房融资建设中存在的问题及成因,探讨了将PFI模式引入我国廉租房供给的适用性,建立了我国廉租房PFI建设模式的运行体制,并利用定量决策方法对廉租房PFI模式的应用类型进行了优先排序,提出了适用该模式的实施保障和步骤,以期为我国廉租房的融资建设创新提供理论参考。
Low-rent housing is a kind of ordinary housing which our government only takes few rents from the city’s lowest income family who can not satisfy the basic habitation needs by themselves.,it’s also the core of our country social security in the public housing domain. Since the 23rd document promulgated by The State Council [1998] proposed to establish the low- rent housing system, the supplication of low-rent housing only depended on our government investment all along. Then many problems aroused because of the sole supplication mode, for instance: lack of funds、financing channels and the low construction efficiency. All that made the process of low-rent housing construction so slowly and the contradictory between a spot of supplication and huge need become more severe.
     PFI (Private Finance Initiative)which is named personal driving financing is a kind of financing and construction mode that private agencies can invest their funds in the project which should be completed by government finance and engage in the process of financing、construction and operation. Other countries and area applied PFI in financing and construction of public project have obtained good result: not only reduced the cost also enhanced the construction efficiency and the service level.
     Based on the research of overseas PFI theory and practice achievement, this article analyzes the present problem and reason about the financing and construction of low-rent housing in our country, proves the necessity and feasibility of introducing Private Finance Initiative (PFI) into the construction of low-rent housing. Besides,the paper also designs a corresponding performing system,utilizes mathematic quantitative analysis method to select preferred scheme,then elaborates the performing guarantee and approach of building the low-rent housing in PFI mode. So the article is supposed to provide some theoretical references for the innovation of low-rent housing financing and construction mode in our country.
