基于3S技术的土地利用变更调查及变更调查信息系统研究

摘要
人口多，耕地少，耕地后备不足是我国的基本国情。加强土地管理，切实保护耕地是我国的治国之策。全国范围的土地利用现状调查已基本结束，各地今后的工作主要是土地变更调查与统计。土地利用变更调查是土地管理中最基础的最重要的环节，是一个极其复杂的工作，需要处理大量数据，如何提高土地信息变更的效率和质量，对土地管理信息化建设十分重要。
3S技术的结合是当前空间信息技术发展的重要方向，在土地管理中具有广阔的应用前景。本文针对传统土地利用变更调查方法中存在的问题，结合3S技术特点和土地利用现状探讨了以GIS为核心的3S技术在土地利用变更调查中的应用，具体阐述了基于3S技术的土地利用变更调查的技术路线以及3S技术在土地利用变更调查各环节的技术实现。
对当前土地利用变更调查工作动态数据特点与业务需求进行了深入的分析，讨论了变更地物的种类、面积组成、拓扑关系、权属关系与动态关联关系，对不同类型地物的变更过程进行了详细的分析，以此为此基础并结合江苏省土地利用变更调查信息系统的建设，进行了土地利用变更调查信息系统的总体设计，GIS软件平台配置和系统功能的开发，初步实现了基于客户/服务器体系结构的土地利用变更调查信息系统。
