上海市中心城区商务办公区区位研究

摘要
文章选取上海市中心城区为研究区域,根据上海实际情况,对上海市中心城区商务办公区区位进行了实证研究。
     论文共分五章。第一章阐述了商务办公区相关概念的内涵,简述研究意义和研究所采用的方法和手段,对国内外相关研究成果进行了总结分析。
     第二章对上海市中心城区商务办公区区位现状进行了研究。研究发现,上海市中心城区已初步形成多个不同规模的商务办公区,且商务办公区呈等级分异;多个商务办公区围绕CBD集聚分布;依托开发区形成特色商务办公区;中心城区外围形成小规模办公集聚区。
     第三章根据上海市中心城区商务办公区区位现状深入分析商务办公区形成机制。认为城市社会经济发展水平、政府政策和作用、社会文化因素、交通通讯、城市环境等是影响商务办公区形成的重要区位因子,并对这些因子在商务办公区形成中的作用进行了论证,进一步总结出商务办公区的形成机制。
     第四章探讨了上海市商务办公区存在的问题,预测了上海商务办公区的发展趋势。研究发现上海市商务办公楼总量不足,尤其是高档商务办公楼总量不足;商务办公楼结构性供需失衡;商务办公区的基础设施、环境建设落后;办公居住混合现象较为突出。其次,根据上海市经济发展前景、上海市城市发展目标、城市空间布局发展规划以及影响商务办公区发展的因子,认为上海商务办公集聚将不断加强,高级别商务办公区中的高档商务办公楼需求旺盛,CBD办公空间分异日趋明显,上海城市的发展目标和城市规划决定了五种办公潜力空间的存在。
     第五章对上海商务办公区的进一步发展提出了相关的调控措施。建议市政府做好统一规划,进行宏观调控;对商务办公区重点发展、错位经营;加强商务办公区的环境建设。
This thesis takes the downtown of Shanghai City as its research field and carries out a positive study of the locations of Business Office Districts in downtown Shanghai based upon the real locations of the city.
    The whole paper is composed of five chapters. The first chapter introduces the notion of Business Office District and the related ideas, illustrates the significance and methodology of the present research, and recapitulates the status quo of the field of study both home and abroad.
    Chapter two centers on the analysis of the status quo of the locations of Business Office District in downtown Shanghai. Through the analysis this chapter reveals that in downtown Shanghai now appear in its formative stage several Business Office Districts of various sizes in hierarchy. These Business Office Districts scatter around the CBD, with the Development District featuring Specialty Business Office Districts and small-sized Business Office Districts around the exterior of Downtown Shanghai.
    The third chapter focuses on the mechanism of formation of the present Business Office Districts in Downtown Shanghai from the viewpoint of the locations of the Business Office Districts in question. This paper argues that the important location elements in the formation of the present Business Office Districts include the level of the general economic development of the city, government policies, social-cultural factors, communications and transportations, and city environment. Moreover, this chapter further analyses the different functions and effects each of these elements play upon the final formation of the Business Office Districts and their possible influence upon the formative mechanism of the Business Office Districts.
    Chapter four discusses the problems of the present Business Office Districts in downtown Shanghai and predicts the future development of the Business Office Districts in Shanghai. The major problems Shanghai is now faced with lie in the following aspect: first, the total number of business buildings is not good enough, especially the top business buildings; second, there is an imbalance of structural supply-demand concerning these business buildings; third, infrastructures and environment development lag far behind the business development; lastly, the mixed use of buildings as offices and apartments is very striking. According to the general situations of Shanghai economy, I believe that the centripetal force of the construction of Business Office Districts will gain momentum, that there will be a sharp demand of top business buildings in top Business Office Districts, that the different requirements of office spaces in CBD will become ever
    
    
    more apparent.
    The last chapter offers several way-outs for the development of Business Office Districts in Shanghai, based upon the above analysis. This paper suggests that the municipal government should make a good and careful overall design for the formation of the Business Office Districts, further strengthen the acro-control of the construction of both the Business Office Districts and its related environment, and determine the priority of the development of Business Office Districts in Shanghai.
