地籍管理信息系统设计及应用

摘要
国土资源是国民经济和社会的命脉，作为一种不可再生的资源，它在国民经济建设和社会生活中发挥着越来越重要的作用。要利用先进的管理手段来实现对国土资源的有效管理，通过先进的信息化手段来高效的采集、存储、管理、处置国土资源信息，从而使国土资源管理达到一个新的高度，更好的为国民经济建设和人民社会生活服务。
本文对GIS技术、数据库技术、网络技术进行了研究，对图形数据一体化技术进行了探索，在传统MIS的基础上结合了图形管理技术，通过对地籍管理部门业务需求全面的认识，提出了分布式数据库管理信息系统、图数一体化的方案，并在吉林市国土局的应用中得到具体实现。本系统采用当今国际流行的GIS技术、数据库技术及网络技术，建成后将为国土管理部门提供动态的、准确及时的土地资源信息，对合理地规划、利用土地具有重要的意义。
Land resources are the lifeline of national economy and society. As a kind of resources that can't be reproduced, it has become more and more important in national economy construction and social lives. It is essential to manage land resources effectively by advanced methods. Through advanced information technologies to collect, store, manage and process land resources data, the management of land resources can reach a high level, providing better service for national economy construction and the people's social lives.
This paper studies the GIS, database, network and graphics technologies. And the technology to combine data with graphics is discussed as welL Based on the traditional MIS technology, graphics technology and cadastral management demands, the scheme of distributed database MIS with integrative data and graphics is presented and executed by the LAND DEPARTMENT of JILIN CITY, This
