城乡一体化地籍管理信息系统研究

摘要
随着我国的城市不断外扩、城乡的差异日益减小,城乡地籍一体化管理已经迫在眉睫的提到了我国地籍管理工作的日程上来。本文正是根据我国地籍管理的现状和发展趋势,提出建立一个城乡一体化的地籍管理信息系统模型,以解决长期以来存在的城镇和农村地籍分开管理、分别建库,难以做到同步更新等问题,使地籍成果符合新的城乡一体的土地分类体系。
     本文还着重阐述了怎样将目前前沿的一些计算机技术、GIS技术运用于城乡一体化地籍管理信息系统的建设之中,并使之很好的融合起来。利用面向对象方法来分析、建立地籍要素模型,对地籍对象进行提取,分析了地籍空间对象和非空间对象之间的关系;基于COM、HTS/COM+技术组织地籍要素,使之与面向对象的数据模型相符合;比较了文件型和数据库型的GIS数据管理方式的优劣性,利用数据库对地籍空间数据和属性数据进行统一管理,充分利用数据库的事务处理和安全机制;结合办公自动化(OA)技术,实现基于工作流的网上地籍办公自动化;利用分布式技术解决局域网内复杂的图形运算和远程查询、远程办公相协调的问题;在本文的最后一部分给出了一个城乡一体化地籍管理信息系统软件工程建设的一个实例化的参考模型。
With Chinese city extending to country, the difference between city and country is decreasing. As a result, It is important for cadstral offices to pay greate attention to urban and rual integrative cadastral management. In this paper, author suggest to build urban and rual integrative cadastral management information system, according to actuality and trend of Chinese cadastral management. For a long time, city and county are managed separately, and their database are established dividually, so it's hardly to update data synchronously. This problem can't be solved until urban and rual integrative cadastral management information system is established to accord with new land classify system both for city and county.
    It is discussed in this paper how to apply advanced computer technology, GIS technology to establish urban and rual integrative cadastral management information system to integrate two aspects of it.Author shape cadastral features modal, analyse the relation between cadastral spatial and non-spatial object according to cadastral features organized in COM and MTS/COM+ technology, so as to accord with object-oriented data modal. Furthermore,GIS management mode based on file and database is compared.Cadastral spatial and attribute data are stored and manageed both in database with transaction and security. Also the system carrys out cadastral office automation at internet based on OA technology and workflow, processes complicated calculation of map in LAN ,to correspond with long-range query and telecommuting by distributed technology.Finally,one reference modal of project of urban and rual integrative cadastral management information system is suggested in the last part of paper.
