关中土地利用对经济发展的保障研究

摘要
土地是区域经济发展的基本资源。土地资源作为人类活动、生存和生产的场所与空间,是人类社会赖以生存的基本资源,也是其它一切资源开发利用的资源基地。随着社会经济的发展、人口数量的急剧增长、人们生活质量的提高,土地资源已经由过去的纯粹资源利用问题,演变到资源利用与资产增殖的问题。尤其自上世纪八十年代后期我国土地使用制度改革以来,土地资源利用的重心逐渐向土地资产利用偏移,建设用地方面表现得尤其突出。土地经济方面研究已成为土地资源管理的重中之重。从国家层面上讲,土地的国家宏观调控与国家的国民经济息息相关,从区域层面上讲,土地的区域利用与地方经济互为一体,土地利用与经济发展己成为一个共栖体。土地利用与区域经济发展的研究是十分必要和现实的,其意义在于:一是能检验土地利用的模式是否是合理的、科学的。二是能检验区域经济发展是否是长期的、可持续的。三是提出可供区域经济发展决策的土地利用措施。四是土地利用影响区域环境的质量。
     土地资源是一个地区经济发展的重要支撑与保障要素。根据近几年关中地区土地利用和经济发展状况,研究未来一定时期内,在确保国家规定耕地面积的前提下,如何满足经济发展对土地资源的需求,如何通过一系列政策措施的实施,提高关中地区土地资源的优化配置与利用水平,对于实现关中率先崛起,促进陕西省加快建设西部强省,实现经济与社会跨越发展目标具有重要意义。
     本文结合关中地区的土地利用和区域经济发展实际情况,应用土地资源经济理论和区域经济理论,探讨关中地区土地利用与区域经济发展的关系,以促进区域经济的稳定发展。通过分析关中地区社会经济发展与土地利用之间的关系,构建关中地区建设用地需求量预测模型,并提出有利于关中地区持续发展的可供参考的政策建议。
     在经济发展现状的分析中,论述了关中地区社会经济发展的传统优势,经济发展的现状、特点以及经济发展所处的阶段。在土地利用现状分析中,对关中地区2000-2006年间的土地利用现状进行比较研究,并着重对关中地区2006年的土地利用现状进行分析,找出目前土地利用的特点及主要问题。在经济发展与土地利用关系分析中,分析了影响土地供求的因素,探讨了人口因素对建设用地需求的影响,并计算区域土地生产指数(地均GDP)来衡量关中各市的土地利用效率。同时选取GDP总量、第二第三产业产值、建设用地总量进行建设用地经济产出的弹性分析,建立模型对关中地区各市区2010年建设用地需求量进行预测和缺口分析,最后提出了协调关中地区土地利用与区域经济发展的对策。
     本文的新意在于:
     1.研究角度创新。已有的对土地利用展开的研究一股都是从公共政策角度来分析,本文尝试着从经济学的角度将土地利用与区域经济发展联系起来。文中对土地利用结构变化的经济驱动因子、土地利用空间变化与区域经济发展的关系研究进行了跨学科的综合分析,涉及数理统计技术、土地利用与规划、经济地理等多学科领域。
     2.本文政策建议中提出实施“科教飞地”模式来增加关中地区科教用地供给,这是个新的探索。
     本文的研究结论尽可能建立在事实和数据分析的基础上,尽可能地符合关中的实际情况,旨在为关中土地合理利用与区域经济发展提供一些有益的启示。
Land is a basic resource in regional economic development. As a human activities, and survival and production establishments and space, Land resources is a basic resource for the survival of human society, it is also the resources base for all other resources development and utilization. As social and economic development, the rapid population growth, improving the quality of people's lives, land resources has been purely from the past use of resources, to the evolution of the use of resources and assets proliferation issues. Especially since the late 1980s in China since the reform of the system of land use, land use of resources focus gradually shift to the use of land assets, the land for building the performance was particularly outstanding. Land economic research has become the top priority of the management of land resources. From the national level speaking, the state's macro regulation and control of land with the country's national economy is closely related to, speaking from the regional level, the regional land use each other integrated with the local economy, land use and economic development has become a commensalisms body. Land use and regional economic development study is very necessary and realistic, its significance lies that to test whether the land-use pattern is reasonable and scientific; to test whether the regional economic development is a long-term, sustainable; Provide regional economic development decision-making of land use measures; Regional land-use impact the quality of the environment
     A Land resource is a regional economic development and the protection of an important support element. According to the Commissioner in the past few years in land use and economic development, study the future for a certain period, in the area to ensure that the state under the premise of arable land, how to meet the economic development needs of land resources, How to use the implementation of a series of policy measures to increase in the customs area of optimizing the allocation of land resources and utilization levels. The realization of the Lead rise in GuanZhong, Promote Shaanxi Province Speed up the building of strong province in the west of China, which will have great significance of the realization of economic and social development goals.
     Based in GuanZhong area land use and the actual situation of regional economic development, application of land resources economic theory and regional economic theory, study the relation of Guanzhong area of land use and the development of regional economic to promote regional economic stability and development. By analyzing the socio-economic development in Guanzhong area and the relationship between land use and building construction land clearance in the region demand forecasting model, and made in the areas related to the sustained development of policy recommendations for reference.
     In the analysis of the economic development, the Commissioner discusses socio-economic development in areas of traditional strengths, economic development status, characteristics and stage of economic development. In the land-use analysis, the Guanzhong area between 2000-2006, land-use study to compare the status quo and focus on 2006 in Guanzhong area of land-use analysis to identify the current land-use characteristics and the main issues. In the economic development conditions and the relationship between land use analysis, the analysis of the impact of land supply and demand factors on the population factors on the impact on demand for construction, land and calculate regional production index to measure the clearance of land use efficiency of municipalities. At the same time the total GDP selected, the value of second and third industries, construction land for the construction total economic output flexibility analysis, builds Model on the urban clearance in the area of land for construction purposes in 2010 and the forecast demand gap analysis. At last, concludes with a regional coordination in the clearance of land use and regional economic development measures.
     In this paper, the innovation is:
     1. Perspective on innovation. The existing studies of land use are generally undertaken from the point of view of public policy analysis, this paper attempts to link economics from the perspective of the land use and regional economic development. In this paper the structure of land use changes in the economic driving factors, changes in land-use space with the regional economic development of the relationship between the interdisciplinary study of the comprehensive analysis, involving mathematical statistics, land use and planning, economic geography, and other fields.
     2. In this paper, the implementation of policy recommendations in the "science enclaves" mode to increase the customs area land supply for science and education, which is a new exploration.
     This study concluded, as far as possible to establish the facts and data analysis on the basis of the extent possible, consistent with the actual situation in the Commissioner to the customs in the rational utilization of land and regional economic development provide some useful insight.
