防汛指挥系统异地会商子系统的设计与实现

摘要
随着通讯技术的不断完善，借助于信息压缩技术，多点控制技术以及随之制定的国际标准，电视会议这门新的集音频、视频、数据通讯于一体的网络通讯方式引起了人们的极大关注，成为研究热点。人们期待能足不出户便尽知“天下事”、参与和决策“天下事”，由此而引出了基于电视会议的异地会商系统。
异地会商概念由来已久，初级阶段人们使用电话、传真进行异地会商。但是真正意义上的“面对面”的异地会商还是近几年的事。这得宜于迅猛发展的宽带传输技术和计算机网络技术。
本文从理论上介绍了电视会议的系统组成及与之相应的各种标准、体系结构以及关键技术，然后以一个具体的设计方案作为依据详细论述了设计过程。
With the constantly perfect of communication techniques,recur to information compress techniques,multipoint control techniques and international standards established after them,Video Conference-the new network communication mode which integrates with audio frequency,video frequency and data communication has arose more attention and become a research hotspot. People expect to know and participate in decision-making of everything without leaving home,NetMeeting System based on Video Conference is appeared.
NetMeeting has occurred for a long time;originally people perform it by telephone,fax etc. However,face-to-face NetMeeting becomes true only in recent years,which attributes to Broad Band Transmission and computer network technology.
This paper introduces the system composition of Video Conference and corresponding standards,architecture and key techniques. Finally,a concrete design scenario is presented and the design process is described in detail.
