大型火电厂运行绩效考核系统研究

摘要
在厂网分开、发电企业独立运营这一大环境、大气候下,大型火电厂逐步走向市场并朝着规范化运作,自身要求充分挖掘内部的潜力,讲科学管理,重视生产结果,使企业的各个机组均处于各工况点的最优方式运行,以达到节能降耗、降低成本的目标。
     不少火电厂通过技术改造、机组优化控制、建立各级信息系统等多种途径来提高机组运行能力,但其经济性和安全性仍受到运行参数的影响。实践表明:运行人员的运行管理水平对火电厂运行指标有着很大的影响。另一方面,机组的运行参数都实时储存在企业的数据库服务器,形成了涵盖火电厂生产全过程的“数据宝库”。因此,利用这些指标的实时参数,对运行人员进行运行绩效考核已成为火电厂运行管理的一项重要工作。
     本文结合绩效考核理论和运行人员岗位特点,建立了大型火电厂运行绩效考核的体系结构,即包括绩效考核目的和原则、考核指标和权重、考核指标的标准和考核组织实施四个部分。针对这四大部分,本文进行了详细的研究分析:首先根据绩效考核的理论,确定对运行人员进行绩效考核的目的和具体考核的设计原则;其次对考核指标的来源进行了分析,并根据专家调查法确定具体的考核指标和运用模糊层次分析方法确定指标的权重;然后对DCS数据的关联性进行了分析,并且探讨了基于多维关联规则的考核指标标准的确定思路和确定标准;最后应用信息系统开发方法,分析并设计了相应的运行绩效考核信息系统来组织实施对运行人员的绩效考核。
     运行绩效考核系统把管理理论、数学方法和系统开发有机结合,使得信息系统具有管理上的可行性、方法上的科学性和技术上的先进性,是火电厂提高经济效益的有效途径之一。
Under the circumstance of electric net enterprise being separated from power plant, large-scale thermal power plants take to market and canonical run step by step. They demand themselves to excavate the internal potential sufficiently, handle scientific management and pay attention to producing result, in order to make generating units operate at the best way and realize the target of saving energy, reducing consumption and cost.
     Many thermal power plants improve the operating effect of generating units by the different methods, such as the technical transformation, the units optimizing controlling and building various levels information systems, but their economy and security are still under the influence of operation parameters. Practice indicates: The control levels of operation personnel have very big effect on operation parameters. On the other hand, operation parameters are real-time stored in database and become a "data mine" that including all the producing process. Therefore, making use of these real-time parameters to appraise operation personnel becomes an important job for thermal power plant.
     This article unifies the performance appraisal theory and the operation personnel post characteristic, and has established the large-scale thermal power plant operation performance appraisal system structure, that is, the goal and principle of performance appraisal, the appraisal index and weight, the appraisal index standard and appraisal implementing. Firstly, according to performance appraisal theory, it conform the goal of performance appraisal for operation personnel and the particular design principle. Secondly, on the basis of analyzing the source of appraisal index, it ascertains concrete appraisal index by Delphi method and weight by Fuzzy AHP method. Thirdly, it analyzes the association of DCS data and discusses the thought and standard of performance appraisal index on Multi-dimensional Association Rule. At last, according to information system developing method, it analyzes and designs relevant operation performance appraisal information system to realize the appraisal of operation personnel.
     Operation performance appraisal system combine management theory with mathematics method and information system development, and make the information system have feasible management, scientific method and advanced technology, which is an effective approach to improve economic efficiency of thermal power plant.
