军工企业高新武器装备保障体系建设研究

摘要
随着战争模式的发展变化,军事装备复杂程度的不断提高,军事装备保障的作用日益增强。可以毫不夸张地说,在信息化条件下的高技术局部战争中,高新武器装备保障水平的高低直接决定着军事装备战斗力水平的高低,进而直接影响着军队战斗力水平的发挥。在这样的现实条件下,仅仅依靠军队自身的资源已远远不能满足高新武器装备保障的迫切需要。
     根据新时期武器装备保障形势的要求,必须建立平战结合、军民互动的高新技术装备保障模式。因此必须要深入研究高新武器装备保障的特点和规律,研究吸收国外成功经验,结合我国的具体情况,对新时期我国军工企业开展高新武器装备保障体系建设进行深入研究,将军工企业融入军方的保障体系,全面提高保障能力,使装备保障能力建设跟上和适应装备发展要求,满足未来作战需要。
     本论文采用规范研究和实例研究相结合的方法,综合运用管理学的相关知识,以如何加强军工企业高新武器装备保障能力建设,进一步提升我国武器装备保障水平为出发点,分析研究国内外武器装备保障发展的现状与趋势。根据我国军工企业武器装备保障面临的形势与需求,运用保障工程与系统工程的理论与方法,研究新形势下军工企业高新武器装备保障体系的构建,并以XX军工企业为实例进行了详细研究和论述。
As the development of warfare modes and the sustaining increase of military equipment’s complexity, the roles of military equipment support increasingly boosted up. Speaking in exaggeratedly, during high-tech partial warfare under the condition of informatization, the support level of high-tech weaponry determined the level of the battle effectiveness of military equipment, which directly affects the battle ability of army. Under this case, only rely on the resource of army can not meet the need of support requirement for high-tech weaponry.
     According to the requirement of weaponry support in new time, it must be built that the mode of high-tech weaponry support which features with the combination of peaceful time and war time and the promotion each other between military and civil industry. Therefore, it must be researched deeply that the characteristics and rules of high-tech weaponry support and the successful experience outside. And it is needed that the deeply studies of how to build the system of high-tech weaponry support in war industry corporations under new time according to the detail case of our country. It is must to be done that combine war industry corporations with the support system of army and improving the ability of weaponry support which adapts the build of weaponry support ability to the development of weaponry and meets the need of future warfare.
     The normative approach and the positive approach were used synthetically in this thesis. A lot of knowledge about management will be found in this article. Based on how to build the weaponry support ability of war industry corporations for improving the support level of our weaponry, this paper studies the actuality and direction of the development of weaponry outside and inside and utilizes the theory of support engineering and system engineering under the condition that the weaponry support of war industry corporations faced, analyzing the build of high-tech weaponry support system in war industry corporations under new stations and giving out the detail discuss of XX military corporation as an example.
