都市圈综合交通发展战略规划研究

摘要
都市圈是城市化高度发展阶段出现的城市集合体,中心城市与圈域内其它城市之间紧密联系,呈现圈层状的地域空间结构特征。交通是都市圈形成的先决条件之一,良好的交通规划能引导都市圈体的有序发展,健全的都市圈运作需要便利的交通支撑。伦敦、巴黎、东京等成熟大都市圈的经验表明,现阶段我国都市圈交通建设急需回答的问题是如何构建适合都市圈长远发展的交通体系,以支撑都市圈经济社会发展。
都市圈综合交通发展战略规划就是要实现资源在空间和时间上合理配置,满足其政治、经济、社会发展等对交通系统的要求,是社会经济发展战略在交通系统的具体贯彻和体现,目的是促进都市圈内交通系统与社会经济协调发展,支撑社会经济发展目标的实现,增进发展战略规划对未来的适应性。其研究对象、目的及结果与城市和公路交通规划有很大差异,传统的交通规划理论已不能适应都市圈交通系统规划的要求,需要进行专门的研究。
交通发展战略规划的根本任务,就是研究交通系统与社会经济系统之间的宏观协调关系,确保两者在发展目标、规模及发展战略上的协调性、统一性,进而获得自然资源及社会资源使用的合理性,并以此为基础展开交通系统总体发展战略规划。本文根据发展战略决策的要求和管理流程,在分析发展战略规划特征基础上,基于都市圈交通系统快速发展的现状,研究都市圈形成、发展的演变机理,对都市圈综合交通体系进行了分析,通过分析都市圈交通与社会经济发展、交通与用地布局的相互作用,得出交通规划建设与都市圈发展之间的联系,分析比较国内外都市圈综合交通的规划、建设情况,总结出其规划建设经验,为我国都市圈规划建设提供借鉴和参考；提出了满足都市圈发展模式要求的交通系统概念,建立了都市圈交通发展战略规划的框架体系,提出都市圈综合交通发展战略规划思路及进一步完善的理论与方法,明确了综合交通发展战略规划的目标、内容、概念、措施等。同时根据确定的都市圈综合交通系统发展定位,对都市圈综合交通需求特征进行了研究,为合理优化都市圈的综合运输网络结构提供了依据；针对都市圈域结构特征及交通网络联结形式,提出了都市圈交通网络最优树宏观布局规划理论方法；确立了都市圈客运、物流系统规划的指导思想、目标、理论方法等。探讨形成都市圈综合交通一体化理论的基础,仔细分析了都市圈综合交通一一体化的产生背景和内涵,提出了交通运输组织模式、政策及协调机制的建立、市场融合、市场信息资源共享等都市圈综合交通运输组织与管理一体化模式,并提出了都市圈综合交通系统的可持续发展要求。
以西安都市圈为实证研究对象,对其交通特征、需求、发展方向等方面的分析,以理论研究为指导,制订具体的综合交通发展战略规划目标、重点及对策,并通过实证研究对理论研究成果进行了验证。
Metropolitan coordinating region is the urban collection arisen in the highly development stage of urbanization, and the core city is closely connected with the inner other cities, which showing the characteristic of circle layer geographical structure. Transportation is one of the prerequisites to form the metropolitan coordinating region, the good transportation planning will induct normal and sequent development of metropolitan coordinating region, and the perfect operation of metropolitan coordinating region depends on the convenient transportation. The experience of mature metropolitan region such as London, Paris, and Tokyo shows that the urgently answer is how to build one transportation system which is suit for the long term development to support the economic and social development of the metropolitan coordinating region.
Comprehensive transportation plan of metropolitan coordinating is to realize the reasonable allocation in space and time to satisfy political、economical and social development for transportation, which is the specific reflect and implementation of the social and economic development strategy in the transport system in order to promote the coordination between social economy and transportation system of the metropolitan coordinating region, realize the social economy development goals, enhance the adaptability for the future planning. Research body, objection and result of comprehensive transportation plan of metropolitan coordinating region have much differences with highway transportation plan, traditional transportation plan theories can't suit the demands of comprehensive transportation plan of metropolitan coordinating region, Accordingly, it is necessary to specially study the comprehensive transportation plan of metropolitan coordinating region.
The primary task of transportation development strategy planning is to research the macro coordination relation between transportation system and social economic system, and the harmony between the two in the development scale, development goals, development strategy, rationality in the nature resource and social resource, Accordingly, on the basis of this to design the General development strategy of the transportation system. According to the requirements and management process of the development of strategic decision, and based on analyzing the characteristic of development strategic planning and rapid development current status of the metropolitan region transportation system, researched the formation of metropolitan and evolution mechanism, analyzed the comprehensive transportation system of metropolitan coordinating region, by analyzing the mutual affection between metropolitan transportation and economy, between transportation and space, reorganizing the linkage between transportation construction and metropolitan, plan and construction of foreign metropolitan coordinating region comprehensive transportation are compared to sum up the planning construction experience, which supplied the reference for China's metropolitan coordinating region construction and planning; and proposed the transportation system concept to meet requirement of the metropolitan coordinating region, established the framework system of the transportation development strategy planning for metropolitan coordinating region, development strategy plan of comprehensive transportation for metropolitan coordinating region are indicated, and the perfection of theory and method are given, goals, content, concept and measure of the comprehensive transportation development strategy planning are defined. Simultaneously, the comprehensive transportation demands characteristic of the metropolitan coordinating region was researched according to the definite development location of the comprehensive transportation system of metropolitan coordinating region to provide evidence for reasonable optimize the comprehensive transportation network structure of metropolitan coordinating region; with structural characteristics of metropolitan coordinating region and transportation net formation, the best "tree" theory plan method of the transportation network of metropolitan coordinating region is given, and ideas, objectives and methods of passenger transportation and object transpiration are conformed. Researched theory foundation of the comprehensive transportation integration of the metropolitan coordinating region, and deeply analyzed the background and content of the comprehensive transportation integration of the metropolitan coordinating region, transportation organization model is given, policy and coordinating principle are constructed, market and information resource sharing are carried out, comprehensive transportation organization and management integration model was proposed, sustainable development requirement of comprehensive transportation system of the metropolitan coordinating region are provided.
Empirical study in the metropolitan coordinating region of Xi'an city to research the revolution pattern of the region delineation of metropolitan coordinating region, comprehensive transportation scale and structure, in support of the definition method to realize the transportation system function, objective and structure of the development strategy objective of metropolitan coordinating region, and support the countermeasures to reach a target, verify method and frame of the planning, and propose the focus and countermeasures of the transportation development strategy of the Xi'an metropolitan coordinating region.
